南昌市灵活就业人员养老保险管理研究

【摘要】:经济的发展和产业结构的变化,促使就业市场的可变性增强,灵活就业成为解决我国就业问题的重要途径。依托着这一就业方式的出现,灵活就业人员社会养老保险参保的问题也随之凸显。我国灵活就业人员的收入很低,而且他们的收入通常都不稳定的,本来这部分人群更应该得到社会的保障,社会养老保险也恰好是对他们年老后生活的保障。但是就目前情况来看,我国灵活就业人员参加社会养老保险表现出很多问题,如缴费的费率偏高、缴费的年限偏低、缴费的档次偏低等,这导致很多灵活就业人员不参保,这意味着这部分人群在年老以后得不到保障,从长远利益来看,这不利于社会的长期和谐发展,因此,我们应当重视这个问题,而提高灵活就业人员社会养老保险的参保率也有利于我国社会主义和谐社会的建设。随着世界经济格局的改变,国际市场的竞争也日趋白热化,许多西方国家的产业结构也在进行着一些调整,例如第三产业的迅速壮大,灵活多样的就业方式也随之产生。当下,灵活就业人员参保有以下几点特征:第一,覆盖面窄是世界性的问题,社会养老保险的发展是一个漫长的历史过程,做不到从制度之初就能全面覆盖;第二,灵活就业会影响社会养老保险制度的延续性;第三,灵活就业影响养老保险的给付水平。基于这种认识,本文试图从养老保险发展的角度着手,以南昌市灵活就业人员参保为主线,提出了在完善灵活就业人员参加养老保险的基本理论、模式与对策。
[Abstract]:With the development of economy and the change of industrial structure, the variability of the job market is enhanced, and flexible employment becomes an important way to solve the employment problem in our country. The problem of social old-age insurance for workers with flexible employment is also highlighted. The income of flexible workers in our country is very low, and their income is usually unstable. Originally, this part of the population should be protected by society. Social old-age insurance also happens to be a guarantee for their life after their old age. However, as far as the present situation is concerned, there are many problems in our country's flexible employment in participating in social old-age insurance, such as the high rate of payment and the low number of years of payment. The grade of payment is on the low side, which results in many flexible employees not participating in the insurance. This means that this group of people will not be protected after old age. In the long run, this is not conducive to the long-term harmonious development of society. Therefore, We should pay attention to this problem, and increasing the participation rate of social old-age insurance for flexible employment personnel is also conducive to the construction of a harmonious socialist society in China. With the change of the world economic pattern, the competition in the international market is becoming increasingly fierce. The industrial structure of many western countries is also undergoing some adjustments, such as the rapid growth of the tertiary industry and the emergence of flexible and diverse employment methods. At present, the participation of flexible employment personnel has the following characteristics: first, Narrow coverage is a worldwide problem, and the development of social old-age insurance is a long historical process, which can not be fully covered from the beginning of the system; second, flexible employment will affect the continuity of the social pension insurance system; third, Flexible employment affects the payment level of pension insurance. Based on this understanding, this paper attempts to start from the perspective of the development of pension insurance, taking flexible employment personnel in Nanchang as the main line. This paper puts forward the basic theory, mode and countermeasure of perfecting flexible employment personnel participating in endowment insurance.
