城市边缘区域农民住房保障问题研究

【摘要】：无论城市还是农村,人类的生产生活都离不开住房。当前,城市化进程迅猛推进,但经济不断下行,使得中小型城市的发展受到了很大的制约,这点在中小型城市的边缘区域表现的尤为明显。这是城市发展的“鸡肋”地带。由于我国特有的城乡二元结构体系,农民相较于城市居民在住房的社会保障方面收到的关注要少得多。本文调查的新余市袁河生态新城就是这样一个区域,政府、开发商因无“利”而对开发、建设持观望态度。规划与城管的严控、农民改善住房的刚需构成了一个巨大的冲突漩涡,处理不慎将引发大的社会问题。城市边缘区域的农民住房保障问题涉及面广,包括政策、法规的制定与实施、城市总体规划、城市管理执法、人居环境的改善等方面。在前人研究的基础上,本文结合中小型城市的城市边缘区域农村住房的实际,总结实践经验,探索解决农村住房保障问题的有效方法。第一章主要阐述了研究背景、研究意义,梳理了有关研究现状,并归纳了研究方法;第二章对城市边缘区、居住困难农民、住房保障制度三个相关概念进行了界定,并阐述了有关住房保障的基础理论;第三章对城市边缘区农民住房保障问题进行研究分析,第四章列举了美国、中国台湾等相关政策模式,并对浙江省农村困难群体住房保障上的做法进行了分析,从而为下一章节的对策建议提供参考。第五章从完善我国农村住房保障制度的意义进行分析,提出切实有效的完善农村住房保障制度的对策建议。
[Abstract]:Both urban and rural areas, human life and production are inseparable from housing. At present, the rapid progress of urbanization, but the economy continues to decline, making the development of small and medium-sized cities has been greatly restricted. This is particularly evident in the marginal areas of small and medium-sized cities. This is a "chicken rib" zone for urban development. Because of the unique urban-rural dual structure system in China, Farmers have received much less attention on the social security aspects of housing than urban residents. The new ecological city of Yuanhe in Xinyu City, investigated in this article, is such an area where the government and developers develop for lack of "benefit". Construction takes a wait-and-see attitude. Planning and strict control of urban management, the rigid demand of farmers to improve their housing constitutes a huge conflict vortex, handling carelessly will lead to big social problems. The problem of farmers' housing security in urban fringe areas involves a wide range of areas. Including policy, the formulation and implementation of laws and regulations, urban master planning, urban management and law enforcement, improvement of the living environment, etc. On the basis of previous studies, this paper combines the reality of rural housing in the urban fringe of small and medium-sized cities. The first chapter mainly elaborates the research background, the research significance, combs the related research present situation, and summarizes the research method. Three related concepts of housing security system are defined, and the basic theory of housing security is expounded. Chapter three studies and analyzes the housing security problems of farmers in urban fringe areas, and chapter 4th lists the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, and the United States. China, Taiwan and other related policy models, as well as the housing security practices of rural disadvantaged groups in Zhejiang Province, have been analyzed. Chapter 5th analyzes the significance of perfecting the rural housing security system in China, and puts forward effective countermeasures and suggestions to perfect the rural housing security system.
