江西省城乡一体化测度及财政支持政策研究

【摘要】：在人类社会发展的历史过程当中,城市与农村有相当长的一段时间内处于相互对立,城乡发展差距很大。但随着生产力的发展以及人类认识的进步,城市与农村逐步从对立走向融合,城乡一体化发展成为了人类社会发展的趋势。改革开放以来,江西省进入城乡融合的发展阶段,城乡经济高速发展,成就瞩目。2015年,江西省GDP总量达到16723.8亿元,按可比价格计算,增长9.1%,增速居全国第五位、中部第一位。同时,江西省统计局数据显示,2015年江西省城镇与农村居民的人均可支配收入分别达到24309元与10117元,增长9.9%与11.3%,城乡社会保障水平进一步提高,人民生活质量稳步提升。虽然江西省城乡经济水平提升显著,但也伴随存在一些不可忽视的问题,如城乡"二元结构”矛盾突出且城乡公共服务差距较大。在城乡进行融合的阶段中,财政已成为了推进城乡一体化发展的强力支撑,成为了推进农村农业发展、教育事业发展、基础设施建设、社会保障体系建设以及医疗卫生体系建设的强力保障,成为了加快产业结构调整和经济发展方式转变、加强和改善民生、维护社会公平正义以及全面建成小康社会的强力支柱。为此,本文在相关理论的科学指导下,通过研究现有文献与资料,深入分析城乡一体化发展理论和财政在城乡一体化发展中的作用,对江西省城乡一体化发展及其相应的财政支持效应进行实证分析,在此基础上,提出促进江西省城乡一体化发展的财政政策建议,期望能为江西省城乡一体化发展提供助力。本文总共分为六章:第一章绪论,主要介绍本文的选题背景及研究意义,研究方法及框架结构,并对国内外关于城乡一体化发展的相关研究进行了梳理及归纳。第二章城乡一体化发展的理论分析以及财政支持政策的作用机理,重点阐述城乡一体化的概念、概念辨析、城乡一体化发展的相关理论基础,以及财政视角下的城乡一体化发展的作用原理。第三章江西省城乡一体化发展的现状,主要介绍江西省城乡一体化的主要成就,并概括分析推进江西省城乡一体化发展的主要问题,如城乡"二元结构"矛盾突出且城乡公共服务差距较大,然后针对问题从思想认识、农村发展的困境以及城市对农村发展的"挤压”等方面进行了剖析。第四章江西省11市城乡一体化水平测度,构建了江西省11市城乡一体化评价指标体系,通过熵权法及基于逼近与理想解的排序法(TOPSIS)综合评价江西省城乡一体化水平,得出江西省城乡一体化综合水平稳步提升但分项指标水平存在异常,生态环境、人口发展以及空间集约指标发展缓慢,过于重视工业化而轻视环境保护、人口以及土地利用发展,各地市城乡一体化水平发展不均衡且差异明显的结论。第五章促进江西省城乡一体化发展的财政政策效应及问题分析,概括了江西省促进城乡一体化发展的主要财政政策,并利用回归模型分析财政农业支出对江西省城乡一体化发展的效应,最后从支农支出投入不足、结构不优和效益不佳等方面对所存在的问题进行归纳。第六章促进江西省城乡一体化发展的财政政策建议,主要从推进农村农业发展、教育事业发展、基础设施建设、社会保障体系建设、医疗卫生体系建设以及户籍制度改革、农村土地制度改革、农村金融体系建设等方面提出促进江西省城乡一体化发展的财政政策建议及配套措施。
[Abstract]:In the historical process of the development of human society, city and countryside for a long period of time in opposition to each other, the gap between urban and rural development.
