福清市灵活就业人员基本医疗保险参保问题研究

【摘要】：随着我国产业结构的深化调整和经济体制的进一步改革,我国就业形式发生了重大变化,各种灵活就业方式应运而生。灵活就业具有强大的容纳能力,越来越成为我国劳动力市场的重要就业方式。社会基本医疗保险属于我国社会保障制度的一个重要组成部分,它既能维护社会又能稳定维持社会公平。将规模庞大的灵活就业人员纳入基本医疗保险体系不仅能够一定程度上解决其看病贵问题,而且体现了医疗保障的公平性,具有尤为重要的意义。本文通过文献研究、社会调查、统计分析等方法,采用观察、问卷调查、对比分析、实地调研等手段,以福清市为研究对象,调研其灵活就业人员基本医疗保险的参保现状,分析总结其参保过程存在的问题,并针对这些问题提出具体的可行性对策建议。本文共五大部分：第一部分主要阐述灵活就业医疗保险的相关概念和理论基础；第二部分阐述灵活就业人员参加医疗保险的必要性；第三部分以福清市为研究对象,通过调查问卷收集相关数据,进而基于数据分析目前福清市灵活就业人员的参保现状；第四部分分析总结出福清市灵活就业基本医疗保险存在的问题；第五部分针对福清市灵活就业基本医疗保险存在的问题,紧紧围绕公平和保基本多层次原则,对完善灵活就业基本医疗保险提出可行性对策建议,重点在于提高灵活就业人员的参保比率,实现医疗保险的全民参保。
[Abstract]:With the deepening adjustment of China's industrial structure and the further reform of the economic system, great changes have taken place in the forms of employment in China, and various flexible forms of employment have emerged as the times require. Social basic medical insurance is an important part of our social security system. It can not only maintain society but also maintain social fairness steadily. Bringing large flexible employment personnel into the basic medical insurance system can not only solve the problem of expensive medical treatment to a certain extent, but also reflect the fairness of medical security. This paper takes Fuqing City as the research object through the methods of literature research, social investigation, statistical analysis, observation, questionnaire investigation, comparative analysis, field investigation, etc. To investigate the current situation of the basic medical insurance of its flexible employment personnel, and analyze and summarize the problems existing in the process of participating in the insurance. In this paper, there are five parts: the first part mainly describes the concept and theoretical basis of flexible employment medical insurance; The second part expounds the necessity of flexible employment personnel to participate in medical insurance. The third part takes Fuqing City as the research object, collects the relevant data through the questionnaire, and then analyzes the current situation of Fuqing City flexible employment insurance based on the data. Part 4th analyzes and summarizes the problems existing in the basic medical insurance of flexible employment in Fuqing City. Part 5th focuses on the basic medical insurance of flexible employment in Fuqing City and focuses on the principle of fairness and basic multi-level protection. The paper puts forward feasible countermeasures and suggestions to improve the basic medical insurance for flexible employment, with emphasis on raising the participation rate of flexible employment personnel and realizing the universal participation in medical insurance.
