新常态下突破农民收入中低增长困境的新路径

【摘要】：近年来我国农民收入增速逐步下台阶,大规模农民工返乡潮并未出现,但区域性、行业性、群体性减收问题凸显,收入增速"跑过"经济增速的态势开始逆转,正在跌入改革开放以来第四波中低增长期。农民增收面临价格支持政策改革节奏快慢、社保缴费比例调减幅度大小、财政转移性收入增长多少、农村土地制度改革进程急缓、环保政策执行松紧等五大"两难"矛盾,存在粮食去库存预期不明、玉米面积调减行政色彩较浓和制造业去产能过急过猛三大政策风险点。建议按照长短结合、开源增收、节本减负的原则,探寻政策挖潜、深化改革、强化创新、弥补短板、精准扶贫"五路增收"新路径,联动推进玉米有序去库存和农业补贴政策调整,加快突破农村土地制度改革"最后一公里",积极构筑"托底保障网",深掘适度规模经济、集体经营性资产、返乡农民工创业、土地制度改革、郊县经济和特色镇、农村产业融合等"六大增收点",实现农民收入持续稳定增长。
[Abstract]:In recent years, the growth rate of peasants' income has gradually dropped to a lower level, and the tide of large-scale peasant workers returning home has not appeared, but the problem of regional, industrial and mass income reduction has been highlighted, and the trend of income growth rate "running past" economic growth rate has begun to reverse. It is falling into the middle and low growth period of 4th waves since the reform and opening up to the outside world. Farmers face the rapid pace of price support policy reform, the magnitude of the adjustment and reduction in the proportion of social security contributions, the increase in fiscal transfer income, and the rapid and slow reform of the rural land system. There are five "dilemmas" such as loose and tight implementation of environmental protection policies. There are three major policy risk points, such as unclear expectations of grain destocking, strong administrative color in corn reduction and excessive production capacity in the manufacturing industry. It is proposed to combine the two policies according to the length of time and increase revenue by increasing revenue. The principle of saving costs and reducing the burden, exploring the potential of policies, deepening reform, strengthening innovation, making up for the shortcomings, pinpointing the new path of "five ways to increase income" for poverty alleviation, and jointly promoting the adjustment of the policy of orderly destocking of corn and agricultural subsidies, To speed up the breakthrough of the "last kilometer" of the reform of the rural land system, to actively build a "supporting net" and to dig deep into moderate economies of scale, collective operating assets, returning rural migrant workers to start their own businesses, land system reform, the economy of suburban counties and towns with characteristics. Rural industrial convergence and other "six income points" to achieve a sustained and stable growth in farmers' income.
