【摘要】：随着我国老年人口的不断增加和人口老龄化程度不断加深,养老问题成为我国发展过程中急需解决的问题。在我国人口老龄化严峻的大环境下,传统的家庭养老模式难以满足日益庞大的老年群体的养老需求,其养老方式正面临着历史性的变化。机构养老作为社会和时代发展的产物,也得到了很多家庭的认可,然而这种养老模式也存在机构数量少、收费标准复杂且较高、服务质量低等弊端。在这样的背景下,社区养老服务的出现,为解决日益严峻的养老问题提供了新思路。社区养老服务模式结合了家庭养老和机构养老的双重优势,在政府的支持和引导下,通过一系列的专业性工作,为社区里的老年人提供生活、休闲、娱乐等多方面低偿或免费的保障服务,不仅可以让老年人在自己熟悉的环境中生活,而且可以让他们得到专业的照顾。文章在深入研究现有相关文献的基础上,对国内和国外的研究现状进行了梳理,界定社区、社区养老的概念和社区养老服务包含的主要内容,以马克思社会保障理论、马斯洛需求层次理论和社区照顾理论为指导,基于辽中县(区)社区的实际情况和社区养老服务的现状,选取有代表性的居住在县城18个社区的老人为调查对象,调查老人的基本信息、养老意愿、对社区养老服务现状的了解程度及满意度等信息,主要运用自填式问卷、无结构式的访谈、比较研究、统计分析等具体方法,分析了政府主导力度不够、社会力量参与度不高、社区自身建设能力不足以及老年人认识不到位、缺乏主动参与意识等问题。针对辽中县(区)社区养老服务存在的问题,最后本文在重新定位政府角色方面、社会力量支持参与层面、社区自身建设能力和培养居民主动参与意识方面提出若干建议。通过研究希望对全国县域社区养老服务有借鉴意义。
[Abstract]:With the continuous increase of the aged population and the deepening of the aging of the population in China, the problem of the aged becomes a problem that needs to be solved in the course of the development of our country. The traditional family pension model is difficult to meet the increasing needs of the elderly, and its old-age support mode is facing historical changes. As a product of the development of the society and the times, institutional old-age support has also been recognized by many families. However, there are many disadvantages in this pension model, such as small number of institutions, complex and high charging standards, low service quality, etc. Under such a background, the emergence of community pension service, It provides a new way to solve the increasingly serious pension problem. The mode of community pension service combines the dual advantages of family pension and institutional old-age care, with the support and guidance of the government, through a series of professional work. Providing a variety of low-compensation or free security services for the elderly in the community, such as life, leisure, entertainment, etc., not only allows them to live in a familiar environment, On the basis of in-depth study of the existing relevant literature, the article combs the current research situation in China and abroad, defines the concept of community, community old-age care and the main contents of community pension service. Guided by Marx's social security theory, Maslow's hierarchy of needs theory and community care theory, based on the actual situation of the community in Liaozhong county (district) and the present situation of community old-age service, Select the representative old people living in 18 communities in the county town as the survey object, investigate the basic information of the elderly, pension will, the degree of understanding of the status of community pension services and satisfaction, etc., the main use of self-filled questionnaire, Unstructured interviews, comparative studies, statistical analysis and other specific methods, the analysis of the lack of government leadership, social force participation is not high, community self-building capacity is insufficient and the elderly do not know enough, Aiming at the problems of community pension service in Liaozhong county (district), finally, in the aspect of repositioning the role of government, social forces support participation level. Some suggestions are put forward in the aspects of community self-construction and the cultivation of residents' consciousness of active participation. It is hoped that the research will be helpful to the community old-age service in the county area of the whole country.
