山东省地级市经济发展绩效评估研究

【摘要】:山东省政府非常注重绩效考核并通过考核达到提升各部门、机构更好的服务经济、服务社会发展的目的,如对服务业发展绩效、金融业发展绩效的考核等,但是山东省并未出台综合全面的绩效评估政策对17个地级市的经济发展情况进行绩效考核,而是单以GDP的高低进行经济实力的排名,这是省政府绩效评估制度的缺失;而且,经济的发展是一个系统的动态过程,山东省做为中国东部沿海的经济强省和人口大省,在发展的过程中也出现了诸如经济发展的不均衡、不可持续的问题,这些问题难以在“以GDP论英雄”的经济发展评估中得以体现;同时,党的十八届三中全会指出,要纠正单纯以经济增长速度评定政绩的偏向,要更加重视劳动就业、居民收入、社会保障等指标的比重。所以,构建科学全面的经济发展绩效评估体系,对山东省17个地级市的经济发展情况进行评估研究,不仅是对山东省绩效评估制度的完善,同时也能帮助我们全面深刻的了解地级市的经济发展情况。在这样的背景下,本文通过参考文献,同时结合经济发展绩效的内涵,构建了包括经济效益、社会效益、生态效益三个大类的20个基础指标的评估体系。首先,搜集17个地级市2011-2014年的指标数据构建时序全局数据表,通过SPSS软件进行主成分提取,计算绩效综合得分并排名进行分析,得出三方面的结论:一是经济发展绩效综合得分排名与单以GDP进行排名有明显差距;二是地级市间的经济发展绩效有显著差异,包括静态截面及时序动态差异;三是地级市的经济发展绩效旱递增趋势。然后,选用2014年的指标数据,进行经济效益、社会效益、生态效益二级指标的得分及排名分析。在了解17个地级市经济发展绩效综合得分排名和二级指标得分排名的情况下,结合主成分提取的共同度表格,对提升地区的经济发展绩效给出了针对性的对策建议,如提高全员劳动生产率、提高能源利用率等。
[Abstract]:The Shandong Provincial Government attaches great importance to the performance appraisal and achieves the purpose of improving the service economy and serving the social development of various departments and institutions through the assessment, such as the performance appraisal of the development of the service industry and the development of the financial industry, and so on. However, Shandong Province has not issued a comprehensive performance evaluation policy to assess the economic development of 17 prefecture-level cities, but only ranked the economic strength by the level of GDP, which is the absence of the provincial government performance evaluation system. Economic development is a systematic and dynamic process. Shandong Province, as a strong economic province along the eastern coast of China and a large province with a large population, also has problems such as uneven and unsustainable economic development in the process of development. These problems can hardly be reflected in the evaluation of economic development "on Heroes on the basis of GDP." at the same time, the third Plenary session of the 18 Central Committee of the CPC Central Committee pointed out that it is necessary to correct the bias of simply evaluating political achievements at the rate of economic growth, and pay more attention to labor, employment, and residents' income. Therefore, to establish a scientific and comprehensive economic development performance evaluation system, to evaluate the economic development of 17 prefecture-level cities in Shandong Province, is not only to perfect the performance evaluation system of Shandong Province, At the same time, it can also help us fully and profoundly understand the economic development situation of prefecture-level cities. Under such a background, this paper, through reference documents and combined with the connotation of economic development performance, has constructed economic and social benefits, The evaluation system of 20 basic indexes in three broad categories of ecological benefit. Firstly, the data of 17 prefectural cities from 2011-2014 are collected to construct the global data table of time series, and the principal components are extracted by SPSS software, and the comprehensive scores of performance are calculated and analyzed. Three conclusions are drawn: first, there is a significant gap between the comprehensive score ranking of economic development performance and that of GDP alone; second, there are significant differences in economic development performance among prefecture-level cities, including static cross-section and time-series dynamic differences; Third, the economic development performance of prefecture-level cities is increasing gradually. Then, the index data of 2014 are selected to carry out economic and social benefits. Analysis of the score and ranking of the second class index of ecological benefit. On the understanding of the comprehensive score rank of economic development performance of 17 prefectural cities and the ranking of the second class index score, combined with the common degree table of principal component extraction, Some countermeasures and suggestions are given to improve the economic development performance of the region, such as improving the labor productivity of the whole staff and improving the energy efficiency.
