马克思主义社会公平理论指导下的社会保障体系的构建机制

【摘要】：本文以社会保障建设的构建体系为主题,用社会公平理论来指导社会保障建设,社会保障建设主要包括社会救济,社会福利,优抚安置,社会保险等几个方面。社会保障建设涉及的领域包括社会、经济、政治等领域,并与其他一些领域关系密切。本文在论述社会保障体系与其他领域关系的同时,兼论社会保障的内容和功能意义作用,以及表现形式等诸多方面。社会保障是一项具体工程,涉及多个方面,用社会公平理论指导保障建设,是维护社会稳定公平正义的最有效方式,我国现存的许多问题,都需要社会公平来解决。所以公平问题是社会保障的核心问题。在我国这样一个国家,社会保障做的好坏直接关系到我国的人民幸福生活和利益关系。社会保障作为一个关系到民生和经济建设的关键是很有代表性的。关键在于如何对它进行分析和利用使其为国家服务。社会保障是民生之本,是社会的进步和利益的共同分担。国家如何利用社会保障建设,为社会主义经济政治服务,为民生服务是我们亟需解决的问题。社会保障作为一种民生工程,对它的要求是要全面细致地做好工作。如果社会保障做的不好,人民安居乐业就会出现不和谐因素,进而影响人民的生活质量,从而对国家的长治久安也会有影响。因此,对这一问题保持高度警惕是十分必要的,社会保障体系的好坏优劣直接关系着社会主义的和谐稳定,关系着人民的福祉。社会保障体系无论对于国家和个人都具有十分重要的意义,然而在当下的中国无论是社会保险、社会救济,还是社会福利和社会优抚都存在着一定的不足,本文以马克思主义的社会公平理论为指导,从建立全国联网的社会保障管理信息系统,完善救助体制机制,建立社会保障基金运行管理机制等几个方面对社会保障体系的建构提出了可行的意见和建议。
[Abstract]:This article takes the construction system of social security construction as the theme, and uses the theory of social equity to guide the construction of social security. The construction of social security mainly includes social relief, social welfare, preferential care and placement. The construction of social security involves social, economic, political and other fields, and is closely related to other fields. This paper discusses the relationship between social security system and other fields. It also discusses the content and function of social security, as well as its forms of expression and so on. Social security is a concrete project involving many aspects. The theory of social equity is used to guide the construction of social security. It is the most effective way to maintain social stability, fairness and justice. Many existing problems in our country need to be solved by social equity. So equity is the core issue of social security. In a country like China, The quality of social security is directly related to the happy life and interests of our people. As a key to people's livelihood and economic construction, social security is representative. The key lies in how to analyze and analyze it. Social security is fundamental to the people's livelihood, How to make use of the construction of social security, to serve the socialist economy and politics, and to serve the people's livelihood is a problem that we urgently need to solve. As a livelihood project, social security is a kind of livelihood project. If the social security is not done well, there will be disharmonious factors in the people living and working in peace and contentment, which will affect the quality of life of the people and thus have an impact on the long-term stability and stability of the country. It is necessary to maintain a high degree of vigilance on this issue. The merits and demerits of the social security system are directly related to the harmony and stability of socialism. The social security system is of great significance to both the country and the individual. However, there are some deficiencies in social insurance, social relief, social welfare and social welfare in China. Under the guidance of Marxist theory of social equity, this paper sets up a nationwide network social security management information system and consummates the relief system mechanism. This paper puts forward some feasible opinions and suggestions on the construction of social security system from several aspects, such as establishing the operating and managing mechanism of social security fund.
