城市低保对象福利依赖的社会工作介入

【摘要】：城市居民最低生活保障制度,是国家为解决城市居民生活困难而建立的一种社会救助制度,是社会主义初级阶段我国社会保障体系的重要内容。实行该项制度以来,尤其是随着该制度标准逐渐统一,城市居民最低生活保障扩大了救济范围,提高了救济水平,使我国社会福利工作进入了规范和法制化的管理轨道。低保制度解决了许多家庭的基本生活保障问题,但随之而来的,一些身体健康,智力水平正常的地保对象满足于现状,不愿自食其力,这种现象我们称之为福利依赖。福利依赖意味着社会财富的减损和分配不公平,也制约部分福利依赖者的生活和人生发展,是社会工作应该关注的重要问题。本文基于社会工作介入低保对象福利依赖这一社会问题的实践而成。笔者针对低保对象福利依赖问题,采用社会工作的方法和模式,结合本市LS社区的实际情况,对社区筛选出的7名具有代表性的个案,利用小组工作方法介入,以使他们建立起主动工作的意识,丰富职业技能,逐渐摆脱对低保的福利依赖,更好的投入到工作和社会生活中去。在此基础上,论文对福利依赖问题的消解和社会工作的实践过程进行总结与反思。
[Abstract]:The minimum living security system for urban residents is a kind of social assistance system established by the state to solve the living difficulties of urban residents. It is an important content of the social security system of our country in the primary stage of socialism. In particular, with the gradual unification of the standard of the system, the minimum living security for urban residents has expanded the relief scope and improved the relief level. The social welfare work in our country has entered a standardized and legalized management track. The minimum living security system has solved the basic life security problems of many families, but with it, some people who are physically healthy and have normal intelligence level are satisfied with the status quo. This phenomenon, which we call welfare dependence, means that the loss and distribution of social wealth is unfair, and it also restricts the life and development of some welfare dependent people. This paper is based on the practice of social work involved in the social problem of welfare dependence of the object of minimum living allowance. The author adopts the method and mode of social work to solve the problem of welfare dependence of the object of minimum living allowance. According to the actual situation of LS community in this city, 7 representative cases selected by the community were selected, and the group work method was used to intervene in order to make them establish the consciousness of active work, enrich their vocational skills, and gradually get rid of the welfare dependence on the minimum living standard. On the basis of this, the thesis summarizes and reflects on the problem of welfare dependence and the practical process of social work.
