慈善基金会参与社会治理的困境分析与对策研究

【摘要】：当前我们提出社会治理体制改革,即以创新管理内容、厘清政府管理领域、增强全社会参与社会治理的意愿,来缓和社会矛盾,形成兼顾社会各方利益、维护全体人民整体利益有机结合的可持续管理机制。慈善组织作为非营利组织的一种,不论是在推动政府体制改革和职能转变上,还是在调节社会收入分配、完善社会保障制度上,都发挥着重要作用。推动社会管理创新,需要正确处理政府与社会各方之间的关系,充分激发各个主体的参与热情,以发挥各个参与主体在社会治理中应有的作用。我国的慈善组织发育较晚,总体来说发展还很不成熟,在理论和实践上都有待于完善。本文通过大量的文献参考,首先,基于治理和善治理论、公民社会理论理论以及国家和社会关系理论对我国慈善组织参与社会治理提出了必要性和可行性分析。指出,慈善组织参与社会治理,不仅有助于完善以政府为主导、社会各主体共同参与的社会管理发展新机制,以充分调动社会资源解决民生问题和发展问题,而且有助于健全和完善社会自治机制,促进政社分离。其次,通过对性质体制内的慈善基金会、挂靠政府单位的慈善基金会以及社会创办的慈善基金会三种类型的经典案例中华慈善总会、壹基金以及腾讯公益基金发展中存在的一些问题及其发展经验进行分析,对我国慈善组织目前参与社会治理存在的困境进行系统化、理论化的研究。从内部建设来看,我国慈善组织官府化倾向严重、内部结构混乱、专业化水平低以及组织公信力建设薄弱;从外部制约因素来看,由于民众慈善观念、政府管理体制、传播媒介以及慈善自愿配置等方面的问题,使得慈善组织的发展受到制约,使其在社会治理当中作用的发挥受到限制。最后在借鉴国外慈善组织发展经验和基于对我国国情进行具体化考量的基础上,对解决慈善组织参与社会治理困境提出相关建议。从内部管理机制来看,主要包括完善内部机制、加强能力建设、提高专业化水平以及加强公信力建设等四个方面;从外部建设来看,主要包括慈善文化的培育、发挥新媒体的宣传作用、推动政府管理体制改革以及优化慈善资源配置等。通过慈善组织参与社会治理的内外因等相对应的问题进行分析,为提高慈善组织的社会治理能力、破解参与社会治理难题,提出相关建议。本文为慈善组织参与社会治理以及社会管理创新等相关的研究提供了思路。
