城乡居民养老保险制度公平性研究

【摘要】：作为二次分配的重要制度安排之一的社会保障,从制度建立起就自然肩负着实现社会公平的重要使命。随着近年来我国经济社会的快速发展,尤其是公共服务均等化的不断推进,我国社会保障制度在城乡统筹、制度全覆盖等方面取得了可喜的成绩,在一定程度上修正了之前由于城乡二元格局下社会保障公平性缺位的问题。但是,还应该看到在公平性内涵下不同养老保险制度的不公、代际间的不公、生活水平和养老保险需求在不同人群间的不公依然存在,为了更好地促进这些问题的解决。本文综合运用了文献研究、比较研究等方法,依据公平性的具体内涵,从建立相关评价体系入手,评价了当前运行的城乡居民养老保险制度,指出其在公平性方面的缺失。通过分析可以看出,尽管我国目前开始实施的统一的城乡居保制度已经在制度公平性建设上取得了很大进展,但是城乡居民社会养老保险的公平问题并不是仅仅通过城乡统筹、制度统一的单一手段就可以解决的。为了进一步提升我国城乡居保制度的公平性,还需要树立养老保险公平的理念、渐进实现机关事业单位、城镇职工与城乡居民的养老保险制度整合、发展多层次多形式的城乡居民养老保险制度模式、制定持续有效的城乡居保基金监管制度等。
[Abstract]:As one of the important institutional arrangements for secondary distribution, social security naturally shoulders the important mission of realizing social equity from the establishment of the system. With the rapid economic and social development in China in recent years, In particular, with the continuous promotion of equalization of public services, China's social security system has achieved gratifying results in terms of overall planning between urban and rural areas and full coverage of the system. To some extent, it has corrected the problem of the lack of equity in social security under the dual urban and rural structure. However, it should also be seen that different pension insurance systems are unfair and intergenerational unfair under the connotation of fairness. In order to better promote the solution of these problems, this paper makes comprehensive use of literature research, comparative research and other methods, according to the specific connotation of fairness. Starting with the establishment of relevant evaluation system, this paper evaluates the current urban and rural residents' pension insurance system, and points out its lack of fairness. Although great progress has been made in the construction of institutional equity in the unified urban-rural housing insurance system, the fairness of social old-age insurance for urban and rural residents is not just through urban and rural planning. In order to further improve the fairness of the residential insurance system in urban and rural areas in China, we also need to establish the concept of equity in endowment insurance and gradually realize the institutions and institutions. The old-age insurance system of urban workers and urban residents should be integrated, the multi-level and multi-form pension insurance system should be developed, and a sustainable and effective supervision system of urban and rural residential insurance funds should be established.
