【摘要】：随着经济社会的快速发展,城镇化建设成为新时期统筹城乡发展,激发经济活力的重要因素,也是走向现代化的必由之路,更是打破城乡二元结构、从根本上解决“三农”问题的关键举措。与此同时,在发展过程中也出现了经济发展不平衡、环境污染和资源浪费严重、公共服务配套设施不健全等问题。这就要求我们必须改变传统的粗放型城镇化发展模式,走以人为本、符合科学发展观精神要求的新型城镇化发展道路,打破那种只靠简单的城市人口比例增加和面积扩张就是城镇化的思想意识,真正认识到只有在产业支撑、人居环境、社会保障、生活方式等方面进行改革,才能实现由“地的城镇化”到“人的城镇化”的根本转变。郑州市惠济区是典型的农业大区,辖区地域面积广阔、农业人口众多、生态环境和历史文化资源丰富,既有着广阔的发展潜力,又承担着保护9890公顷耕地的艰巨任务。近年来,惠济区以打造“宜居宜业宜游滨河田园城区”为总目标,通过推进新型城镇化建设,逐步实现经济社会更加和谐有序发展、人居环境更加舒适便捷、公共服务体系更加科学完善,使越来越多农民共享发展成果。论文以科学发展观为理论工具,通过实地走访和座谈会等方式了解近年来惠济区新型城镇化建设取得的成效,并结合其规划目标对推进过程中存在问题和制约因素进行了综合分析,最后从壮大经济基础、提升政府公共服务能力、完善土地制度、统筹规划城乡布局以及加大生态环境和历史文化资源开发保护力度等方面,对惠济区城镇化建设未来发展方向提出具有针对性的意见和建议,从而引导惠济区逐步走上“居住环境城市化、公共服务城市化、就业结构城市化和消费方式城市化”四位合一的新型城镇化发展道路。
[Abstract]:With the rapid development of economy and society, urbanization has become an important factor in coordinating the development of urban and rural areas in the new period, stimulating economic vitality, and is also the only way to modernization. It is also a way to break the dual structure of urban and rural areas.The key measure to solve the problem of "agriculture, countryside and farmers" fundamentally.At the same time, there are some problems in the process of development, such as unbalanced economic development, serious environmental pollution and waste of resources, imperfect public service facilities and so on.This requires us to change the traditional extensive urbanization development model, and take a new urbanization development road that is people-oriented and in line with the spirit of scientific development view.To break that kind of simple urban population increase and area expansion is the ideological consciousness of urbanization. We really realize that only in the aspects of industry support, living environment, social security, life style and so on are we going to reform.Only then can we realize the fundamental transformation from "urbanization of land" to "urbanization of people".Huiji District of Zhengzhou City is a typical agricultural region with vast area, large agricultural population, rich ecological environment and historical and cultural resources, which has broad development potential and undertakes the arduous task of protecting 9890 hectares of cultivated land.In recent years, Huiji District, with the overall goal of "suitable for living in and suitable for visiting riverside rural areas", has gradually realized a more harmonious and orderly economic and social development and a more comfortable and convenient living environment through promoting the construction of new urbanization.Public service system is more scientific and perfect, so that more and more farmers share the fruits of development.With the scientific development view as the theoretical tool, the paper understands the achievements of the new urbanization construction in Huiji district in recent years through field visits and symposiums.Combined with its planning objectives, the problems and constraints in the process of promotion are comprehensively analyzed. Finally, from the aspects of strengthening the economic base, enhancing the government's public service capacity, and perfecting the land system,In the aspects of overall planning of urban and rural distribution and strengthening the development and protection of ecological environment and historical and cultural resources, the paper puts forward some suggestions and suggestions on the future development direction of urbanization construction in Huiji district.Therefore, Huiji District should be guided to a new urbanization road of "urbanization of living environment, urbanization of public service, urbanization of employment structure and urbanization of consumption mode".
