河北省全面小康社会建设评价研究

【摘要】：党中央的十八大报告在十六大、十七大基础上,针对我国全面小康社会建设的具体情况,提出一些新要求,以确保2020年能够全面建成小康社会。河北省同样提出要建设经济强省,促进社会和谐,努力践行“十二五”规划,从实际出发,为实现全面建成小康社会的目标而努力。同时,现在距党中央所提出的到2020年全面建成小康社会的时间节点不足6年,全面小康社会的实现与否,就需要有一整套科学完善的指标体系作为评价的标准。本文在深刻理解全面小康社会、梳理国内外研究现状、借鉴已有的小康社会评价指标体系的基础上,本着科学性、全面性、代表性的原则选取了4个方面共计16个指标的评价指标体系,该指标体系能够科学地反映河北省全面小康社会建设的进程,进而为如期实现全面建成小康社会的目标提出对策建议。本文采用综合评价方法对河北省全面小康社会的建设水平进行评价。为能够科学合理地评价河北省全面小康社会的建设水平,在选取各指标的目标值时,参考了国际通用标准、国家规划、国情省情;在确定各指标的权重时,采用主成分分析法为各个指标赋权。最终结果显示,河北省2013年全面小康社会建设的实现程度为82%,略晚于中央对全面建成小康社会的规划,需要在今后的几年中加快建设进程。通过比较分析法,利用2012年的各项统计数据,将河北省全面小康社会的建设进程与全国其他省份建设进行比较,结果显示河北省全面小康社会建设进程在全国来说处于中上游水平。为更准确地说明河北省全面小康社会建设情况,利用2013年的各项统计数据,将河北省各个地区全面小康社会建设水平进行比较,并采用聚类分析方法将各地区的建设水平进行分类,结果表明河北省各地区小康社会建设水平参差不齐,河北省需要加强薄弱地区的全面小康社会建设。为测定河北省全面小康社会建设任务的重点难点,本文对各个指标应有的增长速度值进行预测,结果表明环境保护是河北省全面小康社会建设所面临的严峻任务。河北省全面小康社会建设评价结果显示为如期全面建成小康社会,河北省应当以经济建设为中心,夯实全面小康社会建设的物质基础,加快城镇建设步伐,提高城镇化建设水平,推动农村经济发展,增加农村居民收入,完善社会保障体系,提高社会公平正义,加强环境保护,促进人与自然环境的协调可持续发展,加快全面小康社会建设步伐。
[Abstract]:On the basis of the 16th and 17th CPC National Congress, the report of the 18th National Congress of the CPC Central Committee puts forward some new requirements for the construction of a well-off society in an all-round way in order to ensure that a well-off society can be built in an all-round way in 2020.Hebei Province also proposes to build a strong economic province, promote social harmony, strive to carry out the "12th Five-Year Plan", proceed from the reality, and strive to achieve the goal of building a well-off society in an all-round way.At the same time, it is less than 6 years from the time node proposed by the CPC Central Committee to build a well-off society in an all-round way by 2020, and the realization of a well-off society in an all-round way requires a set of scientific and perfect index system as the evaluation standard.On the basis of deeply understanding the overall well-off society, combing the current research situation at home and abroad, and drawing lessons from the existing evaluation index system of the well-to-do society, this paper is scientific and comprehensive.The principle of representativeness selects the evaluation index system of 16 indexes in 4 aspects, which can scientifically reflect the process of building a well-off society in an all-round way in Hebei Province.Then put forward countermeasures and suggestions for realizing the goal of building a well-off society in an all-round way on schedule.This paper uses the comprehensive evaluation method to evaluate the construction level of Hebei Province's overall well-off society.In order to evaluate scientifically and reasonably the level of construction of a well-off society in an all-round way in Hebei Province, when selecting the target values of each index, it refers to the international general standards, national planning, national conditions and provincial conditions, and in determining the weight of each index,Principal component analysis (PCA) was used to give weight to each index.The final results show that the overall well-off society construction in Hebei Province in 2013 is 82.It is a little later than the plan of the central government to build a well-off society in an all-round way, so it is necessary to speed up the construction process in the next few years.By means of comparative analysis and using the statistical data of 2012, the construction process of Hebei Province's overall well-off society is compared with the construction of other provinces throughout the country.The results show that the process of building a well-off society in Hebei Province is in the middle and upper reaches of the country.In order to more accurately explain the construction of a well-off society in Hebei Province, using the statistical data of 2013, the level of construction of an overall well-off society in various regions of Hebei Province is compared.The construction level of each region is classified by cluster analysis. The results show that the construction level of well-off society in Hebei Province is uneven, and the construction of comprehensive well-off society in weak areas in Hebei Province needs to be strengthened.In order to determine the key and difficult points in the task of building a well-off society in an all-round way in Hebei Province, this paper forecasts the growth rate of each index, and the result shows that environmental protection is a severe task facing the construction of a well-off society in an all-round way in Hebei Province.The evaluation results of the comprehensive well-off society construction in Hebei Province show that in order to build a well-off society in an all-round way on schedule, Hebei Province should take economic construction as the center, consolidate the material basis of the construction of the overall well-off society, and speed up the pace of urban construction.To improve the level of urbanization, promote the development of rural economy, increase the income of rural residents, improve the social security system, improve social equity and justice, strengthen environmental protection, and promote the coordinated and sustainable development of human and natural environment.Speed up the pace of building a well-off society in an all-round way.
