基本养老保险转移接续政策实施效果评价研究

【摘要】：改革开放以来,随着经济社会的发展,计划经济体制的改革,市场经济的发展,伴随而来的是东部沿海地区产业的迅速扩张,所需劳动力资源的数目迅速攀升,社会劳动力的大量流动已经成为必然。基于供需平衡的原则,我国劳动力在内部开始了大规模的转移,形成了大量的流动人口,据不完全统计,截至目前,我国流动人口的数量已达到2.6亿人次,其中绝大部分是农民工群体与以其子女为代表的新生代农民工,如此庞大的群体,如何解决他们的社会保障问题,对于社会安定,国家稳定具有重要的作用。当前,针对流动人口的基本养老保险,我国主要有三种主要形式,分别为独立型、综合型、城镇企业职工型。2009年,国务院颁布了《城镇企业职工基本养老保险转移接续暂行办法》,这一政策给我国流动人口的跨省转移给出了一条比较明确的实施道路,但是该政策自2010年正式实行以来,仍然存在许多的问题。本文以上海市基本养老保险转移接续政策为研究对象,从经济学、社会学、社会保障学视角对基本养老保险转移接续政策的实施进行讲述,分析对上海市实施基本养老保险转移接续政策进行效益评价分析的可行性和必要性,首先对涉及到的研究对象进行调查分析,得出描述性的统计分析结果;其次构建进行基本养老保险转移接续政策评价的指标体系,得出影响基本养老保险关系转移接续实施状况的因素之间的权重,继而得出影响转接的因素,分析存在的问题;最后在对统筹基金转移的必要性以及在对现有政策的进行分析的基础上,有针对性地提出上海市实施基本养老保险转移接续政策实施效果的评价结果以及进一步的对现有政策提出可优化的中肯建议。
[Abstract]:Since the reform and opening up, with the development of economy and society, the reform of planned economic system and the development of market economy, along with the rapid expansion of industries in the eastern coastal areas, the number of labor resources required has risen rapidly.A large number of social labor flows have become inevitable.Based on the principle of balance between supply and demand, our labor force began to transfer on a large scale within the country, forming a large number of floating population. According to incomplete statistics, up to now, the number of floating population in our country has reached 260 million person-times.Most of them are migrant workers and their children as the representative of the new generation of migrant workers, such a large group, how to solve their social security problems, for social stability, national stability has an important role.At present, there are three main forms of basic old-age insurance for the floating population in China, namely, independent type, comprehensive type and urban enterprise worker type. In 2009,The State Council has promulgated the interim measures for the transfer of basic Endowment Insurance for employees in Urban Enterprises. This policy has given a relatively clear way of implementing the inter-provincial transfer of the floating population in China. However, since the policy was formally implemented in 2010,There are still many problems.This article takes Shanghai basic old-age insurance transfer policy as the research object, from the economics, the sociology, the social security science angle of view carries on the narration to the basic pension insurance transfer succession policy implementation,This paper analyzes the feasibility and necessity of evaluating the benefits of implementing the transfer policy of basic old-age insurance in Shanghai.Secondly, it constructs the index system to evaluate the basic old-age insurance transfer policy, and obtains the weight of the factors that affect the implementation of the basic old-age insurance relationship transfer, and then obtains the factors that affect the transition, and analyzes the existing problems;Finally, on the basis of the necessity of fund transfer and the analysis of existing policies,This paper puts forward the evaluation results of the implementation effect of the basic old-age insurance transfer policy in Shanghai and further puts forward some pertinent suggestions for the optimization of the existing policies.
