泰安高新区农村社会保障问题研究

【摘要】：农村社会保障体系是整个社会保障体系的重要组成部分,但是长期以来一直处于全国社会保障体系的边缘。随着农村改革的深入和经济的发展,特别是农村家庭结构小型化、人口老龄化的趋势日益明显,建立和完善农村社会保障体系势已经迫在眉睫,因此认真研究好农村社会保障体系意义重大。本文主要通过理论与实践相结合的方法,运用实证研究法、比较研究法、文献索引法、综合系统分析法等,以山东省泰安高新区为例研究农民社会保障问题。主要由引言,农村社会保障体系建设相关理论分析,国内外社会保障理论体系建设的实践与启示,泰安高新区农村社会保障的现状及存在的问题建立健全泰安高新区农村社会保障体系的对策,结论与启示六大部分组成。本文的主要结论是: ⑴通过对欧盟、日本等几个国家农村社会保障体系建设情况的分析,给我们的启示是要以渐进方式使社会保险制度覆盖全社会,农村社会保障体系要体现社会保障应有的社会性和福利性,搞好政府的职能定位,建立健全的管理机构和完善的法律体系;通过对等典型地区的农村社会保障体系建设状况的分析,带给我们的启示是,农村社会保障体系建设要尽量做到城乡社会保障体系的衔接,社会保障基金筹资要多元化,特别是政府要承担更多的责任。 ⑵泰安高新区农村社会保障体系已经基本上建立起来了,对保障农民的基本权益和维护社会稳定起到了一定作用,但是仍然存在体系不健全、制度不完善,基金筹措机制不健全、分担机构需要优化,管理资源缺乏、管理能力不足等问题。 ⑶泰安高新区农村社会保障体系的建设要具有完整性、协调性和层次性。要按照公平的原则、与经济社会发展相适应的原则、普遍性和选择性相结合的原则、现收现付和储蓄积累相结合原则、坚持法治原则、坚持城乡衔接的原则。 ⑷泰安高新区农村社会保障制度的建设要以政府责任为核心,加快建设农村低保制度、农村养老保险制度、农村新型合作医疗制度等为主的农村社会保障制度建设,并采取相应的配套措施,使农村社会保障制度顺利运行。
[Abstract]:The rural social security system is an important part of the whole social security system, but it has been on the edge of the national social security system for a long time. With the deepening of rural reform and the development of economy, especially the miniaturization of rural family structure, the trend of aging population is becoming more and more obvious. It is urgent to establish and perfect the rural social security system. Therefore, it is of great significance to study the rural social security system seriously. This paper mainly through the combination of theory and practice, using empirical research method, comparative research method, literature index method, comprehensive system analysis method, taking Taian high-tech zone of Shandong Province as an example to study the social security problems of farmers. Mainly from the introduction, the rural social security system construction related theory analysis, the domestic and foreign social security theory system construction practice and the enlightenment, The present situation and existing problems of rural social security in Taian Hi-tech Development Zone the countermeasures of establishing and perfecting the rural social security system of Taian High-Tech Zone are composed of six parts: conclusion and enlightenment. The main conclusions of this paper are as follows: (1) through the analysis of the construction of rural social security systems in several countries, such as the European Union and Japan, the enlightenment to us is to gradually cover the whole society through the social insurance system. The rural social security system should embody the social and welfare nature of the social security, do a good job in the function orientation of the government, establish a sound management organization and perfect legal system; Through the analysis of the construction situation of rural social security system in typical areas, the enlightenment is that the construction of rural social security system should be as close as possible to the urban and rural social security system, and the financing of social security funds should be diversified. In particular, the government should assume more responsibility. (2) the rural social security system of Taian High-tech Zone has been basically established, which has played a certain role in safeguarding the basic rights and interests of farmers and maintaining social stability, but there is still a imperfect system and imperfect system. The fund raising mechanism is not perfect, the sharing organization needs optimization, the management resources are lacking, the management ability is insufficient and so on. The construction of rural social security system in Taian Hi-tech Zone should be integrality, coordination and level. We should adhere to the principle of fairness, the principle of adapting to economic and social development, the principle of combining universality and selectivity, the principle of combining pay-as-you-go and the accumulation of savings, the principle of rule by law, and the principle of urban-rural convergence. (4) the construction of rural social security system in Taian Hi-Tech Zone should take government responsibility as the core, accelerate the construction of rural minimum security system, rural old-age insurance system, rural new cooperative medical system and so on. And take corresponding supporting measures to make the rural social security system run smoothly.
