镇江市丹徒区新型农村合作医疗制度的现状及完善对策分析

【摘要】：通过对镇江市丹徒区新型农村合作医疗制度自2006年正式施行至今的发展现状描述,对照国内新型农村合作医疗体制的推广经验,对推广过程中因为政策制定不完善、医疗资源分配不均衡,农民群众参合积极性不高等原因产生的一些主要矛盾及问题进行分析,为该镇至国内推广、发展、调整或变革新型农村合作医疗制度提供一些建议与实证依据,从而直接或间接的帮助推动该区域新型农村合作医疗制度建设。完善对策如下:创建政府主导的宏观调控机制。面对不断变化的现实情况,国家要不断完善新型农村合作医疗制度法律法规的建设,使之更加适应社会的发展变化,同时要加大政府的资金投入,保障新型农村合作医疗的基础设施建设,构建政府责任强制约束机制。加强宣传引导,完善制度条件,提高保障水平。新农合制度是提高农民社会保障水平的重要制度,应加强宣传引导、提高农民的认识水平和参合率,并完善医疗制度的筹资机制、补偿机制,确定合理的筹资标准、补偿标准,增加筹资渠道,提升保障水平。完善新型农村合作医疗服务机构的建设和管理,提高其服务能力。医疗机构是新型农村合作医疗制度实施的主要场所,医务人员队伍的建设是新型农村合作医疗制度实施的保障,简化医疗报销程序能为农民带来极大的便利,提高农民参合的积极性。镇江市丹徒区新型农村合作医疗取得了很大的进展,参合率普遍达到了 90%以上,当地政府根据当地的实际情况合理完善新型农村合作医疗政策,新型农村合作医疗会更加健康长远的发展。
[Abstract]:Based on the description of the current situation of the new rural cooperative medical system in Danpu District of Zhenjiang City from 2006 to now, compared with the popularization experience of the new rural cooperative medical care system in China, the policy formulation is not perfect in the process of popularization. The main contradictions and problems arising from the unbalanced distribution of medical resources and the low enthusiasm of the peasants to participate in the cooperation are analyzed in order to promote and develop the town to the domestic level. Adjustment or reform of the new rural cooperative medical system provides some suggestions and empirical evidence, so as to directly or indirectly help promote the construction of the new rural cooperative medical care system in the region. The countermeasures are as follows: to create a government-led macro-control mechanism. In the face of the ever-changing reality, the state should constantly improve the construction of the laws and regulations of the new rural cooperative medical system, make it more suitable for the development of society, and at the same time increase the government's capital input. To ensure the construction of the new rural cooperative medical infrastructure and to construct the compulsory restraint mechanism of government responsibility. Strengthen propaganda and guidance, improve the system conditions, and improve the level of security. The new rural cooperative system is an important system to improve the level of social security for farmers. It is necessary to strengthen propaganda and guidance, improve the farmers' understanding and participation rate, perfect the financing mechanism and compensation mechanism of the medical system, and determine reasonable funding standards and compensation standards. The simplification of medical reimbursement procedures can bring great convenience to farmers. We will increase the enthusiasm of farmers for participation and cooperation. Great progress has been made in the new type of rural cooperative medical care in Zhenjiang Dantu District, with the participation rate generally reaching more than 90%. The local government reasonably consummated the new rural cooperative medical care policy according to the local actual conditions. New rural cooperative medical care will be more healthy and long-term development.
