长治市新型城镇化问题研究

【摘要】：城镇化是衡量一个国家或地区的社会经济发展水平和文明程度的重要标志,是促进农业现代化、农村经济繁荣和提高农民收入以及建设社会主义新农村的重要途径。我国是一个有着农业人口众多的农业大国,因此,城镇化的水平关系着农村经济的发展,关系着我国的经济结构变化,关系着全面建成小康社会的目标是否能实现。近年来,党中央、国务院把新型城镇化列为党的最高文件和战略决策之一,可见国家对城镇化的重视程度之高。山西省,2010年被作为国家资源型经济转型综合配套改革试验区,目前正处于转型跨越发展的关键时期,因此,当前形势下加强新型城镇化对于促进山西经济转型发展具有十分重要的战略意义。长治市,位于我国东部和西部的结合地带,是山西省的经济强市,所辖地区农村经济较为发达。近年来,长治市市委、市政府立足城镇空间结构和区位优势,结合省委和省政府的要求,确立了“一核双圈”的城镇发展框架,大力推进城镇化建设,但在新形势下,如何扎实推进新型城镇化来更好地促进市域经济发展,有着非常重要的现实问题。本文对长治市域城镇化问题进行了研究。从国情、省情出发,市域城镇化是复杂的系统工程,涉及各项制度改革或调整,如城乡户籍制度改革、农民工就业和社会保障制度改革等。本课题在文献收集的基础上,系统分析了长治市域城镇化过程中可能面临的难点和障碍,提出相应措施,为山西市域城镇化战略目标提供一些参考价值。
[Abstract]:Urbanization is an important symbol to measure the level of social and economic development and the degree of civilization of a country or region. It is also an important way to promote agricultural modernization, prosperity of rural economy, increase of farmers' income and construction of a new socialist countryside. China is a large agricultural country with a large agricultural population. Therefore, the level of urbanization is related to the development of rural economy, the change of economic structure and the realization of the goal of building a well-off society in an all-round way. In recent years, the Party Central Committee and the State Council have listed the new urbanization as one of the party's highest documents and strategic decisions, which shows that the state attaches great importance to urbanization. Shanxi Province, in 2010, was regarded as the pilot area of the comprehensive reform of the national resource-based economy transformation. At present, Shanxi Province is in a crucial period of transition and leapfrogging development, so, Strengthening new urbanization is of great strategic significance in promoting the economic transformation and development of Shanxi Province. Changzhi, located in the combination zone of east and west of China, is a strong economic city in Shanxi Province, and its rural economy is more developed. In recent years, the Changzhi Municipal Party Committee and the municipal government have established a "one core, two circles" framework for the development of cities and towns, based on the spatial structure and location advantages of the cities and towns, and combined with the requirements of the provincial party committee and the provincial government, in order to vigorously promote the construction of urbanization, but under the new situation, How to promote the new urbanization to better promote the economic development of the city, there are very important practical problems. This paper studies the urbanization of Changzhi City. From the point of view of national conditions and provincial conditions, urbanization is a complex systematic project involving the reform or adjustment of various systems, such as the reform of the household registration system in urban and rural areas, the employment of migrant workers and the reform of the social security system, and so on. On the basis of literature collection, this paper systematically analyzes the difficulties and obstacles that may be faced in the process of urbanization in Changzhi City, and puts forward corresponding measures to provide some reference value for the strategic goal of urbanization in Shanxi Province.
