贵州省城乡公共服务一体化协同机制研究

【摘要】：作为推进基本城乡一体化的重要组成部分,城乡公共服务一体化建设对于促进城乡统筹建设,创建新农村、缩小城乡收入差距和提升经济社会发展能力,实现和谐社会具有重大的意义。十八届三中全会就进一步推进城乡一体化和基本公共服务均等化提出关键性命题,但基于城乡基本公共服务供给呈现二元化状态,农村居民无法与城市居民享有同等价值的服务资源;并且城乡居民收入差距过大影响公共服务一体化建设;城乡公共服务资源分布不均,供需不平衡,城乡公共服务评价标准不统一等等,使农民群众的生存权和发展权得不到保障。这些问题在作为欠发达大省的贵州尤其严峻,提升农村公共服务,缩小城乡差距迫在眉睫。本论文致力于贵州省城乡公共服务一体化协同治理理论与路径的建构,探究促使社会各方力量参与城乡公共服务一体化建设的协同机制。首先,总结分析国内外在公共服务一体化方面的相关研究,对公共服务、公共服务一体化的概念做梳理;其次对协同治理理论做分析梳理;其次,本研究旨在分析贵州省城乡公共服务一体化在社会保障、就业、医疗卫生、民生工作等方面的现状,解读目前城乡公共服务一体化工作取得的成果、面临的困境及各方面工作存在的不足;进而提出城乡公共服务一体化协同治理机制建立的必要性。再次,鉴于现有的协同治理机制已经在公共服务供给中得以运用,作为公共服务内容之一的城乡公共服务一体化也同样可以实行。根据贵州省多民族、欠发达欠开发的省情分析贵州省实行城乡公共服务一体化协同治理的可行性:政府权威在一体化治理主体间的共享;市场机理参与协同治理过程;公民反被动式参与协同机制。最后分析协同机制建立的路径和针对目前存在问题的改良意见,如建立制度化沟通渠道和公平公正的治理平台;结合本土实情,创建有利政策环境;优化市场规则;调动城乡居民积极性,满足群众最基本需求。
[Abstract]:As an important part of promoting the basic urban-rural integration, the integration of urban and rural public services can promote the overall development of urban and rural areas, create new rural areas, narrow the income gap between urban and rural areas, and enhance the ability of economic and social development. It is of great significance to realize a harmonious society. The third Plenary session of the 18th CPC Central Committee put forward a key proposition for further promoting urban-rural integration and equalization of basic public services, but based on the dualization of the supply of basic public services between urban and rural areas, Rural residents can not enjoy the same value of service resources as urban residents; and the income gap between urban and rural residents affects the integration of public services; the distribution of urban and rural public service resources is uneven, the supply and demand are uneven, Urban and rural public service evaluation standards are not unified, so farmers' rights to survival and development can not be guaranteed. These problems are especially severe in Guizhou, which is an underdeveloped province. It is urgent to improve rural public services and narrow the gap between urban and rural areas. This paper is devoted to the construction of cooperative governance theory and path of urban and rural public service integration in Guizhou province, and explores the cooperative mechanism of promoting social forces to participate in the construction of urban and rural public service integration. Firstly, it summarizes and analyzes the related research on the integration of public service at home and abroad, combs the concept of public service and public service integration; secondly, analyzes the theory of collaborative governance; secondly, The purpose of this study is to analyze the present situation of the integration of urban and rural public services in Guizhou Province in the aspects of social security, employment, medical and health care, people's livelihood, and to interpret the achievements of the integration of urban and rural public services. This paper puts forward the necessity of establishing the cooperative governance mechanism of urban and rural public service integration. Thirdly, in view of the existing cooperative governance mechanism has been used in the supply of public services, the integration of urban and rural public services as one of the contents of public services can also be implemented. According to the situation of Guizhou Province which is multi-ethnic underdeveloped and underdeveloped the feasibility of implementing integrated cooperative governance of urban and rural public services in Guizhou Province is analyzed: the sharing of government authority among the subjects of integrated governance the participation of market mechanism in the process of collaborative governance; Citizen anti-passive participation coordination mechanism. Finally, the paper analyzes the path of the establishment of synergy mechanism and some suggestions for improving the existing problems, such as establishing institutionalized communication channels and fair and just governance platform, creating a favorable policy environment, optimizing the market rules, combining the local reality; Mobilize the enthusiasm of urban and rural residents to meet the most basic needs of the masses.
