湖北省家庭农场发展影响因素的实证研究

【摘要】：“家庭农场”这个概念自2013年正式出现在中央一号文件以来,受到政府各部门、学术界、农业界广泛关注和高度重视。全国各地家庭农场发展形势一片高涨,作为一种新型经营主体,家庭农场占据土地资源优势,在促进农业规模化、产业化经营,保障农民利益,开创现代化绿色农业等方面发挥着重要的作用,无疑是未来农业发展的一个方向。湖北省素以农业大省著称,在农业发展方面具有得天独厚的优势,湖北早期就是家庭农场试点之一,家庭农场发展在部分地区已经形成了一定的规模,然而大部分地区的家庭农场才刚刚起步,在湖北广大农村地区中选择家庭农场这一经营模式的农户还是属于极少数,极大多数农民对家庭农场这一概念并不熟悉,也没有经营家庭农场的理念。在农村社会保障体系尚未健全的前提下,土地仍然是农民赖以生存的基础,城镇化步伐的加快的同时也让农村逐渐丧失了劳动力。在此背景下,如何协调各大影响因素,促进家庭农场合理健康发展,成为越来越重要的研究课题。本文以湖北省家庭农场为研究对象。首先,在梳理国内外家庭农场研究有关理论的基础上,通过分析相关统计数据及调研数据,分析了湖北省家庭农场的相关现状、存在的问题及原因。然后在总结家庭农场发展影响因素的理论基础上,从宏观国家(地区)层面、中观行业层面和微观个体层面系统构建了湖北省家庭农场发展的影响因素体系并做了相关假设。最后,对调研数据进行因子实证分析。结果表明,宏观层面上国家政策因素和土地制度保障因素,中观层面上生产要素因素、外部市场环境因素、及融资情况因素,微观层面上农场主的个人特质因素等是影响家庭农场发展的重要因素。在此基础上,提出了进一步明确及细化家庭农场的扶持政策、完善土地流转制度及适度规模化经营、培养新型职业化家庭农场主、建立家庭农场的多元资金供给模式、建立完善的社会化服务体系的对策和建议。
[Abstract]:Since the concept of "family farm" officially appeared in the first document of the Central Committee in 2013, it has received extensive attention and attention from various government departments, academia and agricultural circles. The development situation of family farms in various parts of the country is on the rise. As a new type of business subject, family farms occupy an advantage in land resources, and they are promoting large-scale agriculture, industrialized management, and protecting the interests of farmers. Creating modern green agriculture plays an important role and is undoubtedly a direction of agricultural development in the future. Hubei Province is known as a big agricultural province and has unique advantages in agricultural development.Hubei was one of the pilot projects of family farms in the early stage, and the development of family farms has formed a certain scale in some areas. However, most of the family farms in most areas are just beginning. In the vast rural areas of Hubei Province, the farmers who choose the family farm management mode are still very few. Most farmers are not familiar with the concept of family farm. There is no idea of running a family farm. Under the premise that the rural social security system is not perfect, the land is still the basis of the peasants' survival. The acceleration of urbanization also makes the rural areas lose their labor force gradually. In this context, how to coordinate various factors and promote the rational and healthy development of family farms has become a more and more important research topic. In this paper, the family farm in Hubei Province as the research object. First of all, on the basis of combing the relevant theories of family farm research at home and abroad, by analyzing the relevant statistical data and investigation data, this paper analyzes the current situation, problems and reasons of the family farm in Hubei Province. Then, on the basis of summarizing the theory of influencing factors of family farm development, this paper constructs the influencing factors system of family farm development in Hubei Province from the macro national (regional) level, the meso industry level and the micro individual level, and makes relevant assumptions. Finally, the factor empirical analysis of the survey data is carried out. The results show that, at the macro level, the factors of national policy and land system protection, the factors of production at the meso level, the factors of external market environment, and the factors of financing situation, At the micro level, the farmer's personal traits are important factors affecting the development of family farms. On this basis, the support policy of family farm is further clarified and refined, the land circulation system and moderate scale management are improved, the new professional family farmers are trained, and the multi-fund supply mode of family farm is established. Countermeasures and suggestions for establishing a perfect socialized service system.
