云南省社会保障水平适度性研究

【摘要】：社会保障是政府保障民生,进行财富再分配的一种制度安排,可以维护社会的稳定,缩小贫富差距。社会保障水平可以客观反映一个地区的社会保障体系发展运行情况,衡量社会保障效率,社会保障水平的高低与经济发展密切相关。社会保障水平过高或过低,对于政府财政和经济发展有重要影响,只有社会保障水平适度,才能使社会保障的功能得以实现,对经济发展起到积极作用。云南省位于我国西南地区,经济发展相对落后,农村人口占据总人口的一半还多,贫困人口占总人口的10%左右。测度云南省社会保障的适度水平,对于完善社会保障体系的建设有重要作用。本文主要采用比较分析与实证分析的方法,对云南省社会保障水平的适度性进行研究。首先,回顾了国内外社会保障研究的动态,就相关成果进行了梳理。其次,对社会保障理论的内涵进行了详细阐述,界定了社会保障支出的相关统计口径,并就相关理论做出了分析,再次,就云南省社会保障支出同全国及西南地区各省区情况做了比较分析,发现云南省在西南地区排名居中,社会保障水平高于全国但发展不稳定,人均社会保障支出低于全国,且差距正逐渐拉大,财政支出结构中中有关社会保障项目的支出所占比重有下降趋势。接着,对云南省社会保障水平适度性进行了实证分析,发现云南省社会保障水平已经逐步进入社会保障水平适度区间,尚不稳定,增长速度快于经济增长速度。最后,就云南社会保障水平适度发展提出了几点建议,主要包含推进经济持续快速稳定发展,不断提高社会保障支出;优化财政支出结构,努力使社会保障制度更加公平可持续;拓宽社会保障融资渠道,探索多元化养老模式,减轻社会保障支出压力;打造更加合理的社会保障体系,使社会保障的功能得到充分发挥。
[Abstract]:Social security is a kind of system arrangement that the government guarantees people's livelihood and redistributes wealth, which can maintain social stability and narrow the gap between rich and poor. The level of social security can objectively reflect the development and operation of social security system in a region, and measure the efficiency of social security. The level of social security is closely related to economic development. The level of social security is too high or too low, which has an important impact on government finance and economic development. Only when the level of social security is moderate, can the function of social security be realized and play a positive role in economic development. Yunnan Province is located in the southwest of China and its economic development is relatively backward. The rural population accounts for more than half of the total population and the poor population accounts for about 10% of the total population. Measuring the appropriate level of social security plays an important role in improving the construction of social security system. This paper mainly adopts the method of comparative analysis and empirical analysis to study the appropriateness of social security level in Yunnan Province. Firstly, it reviews the development of social security research at home and abroad, and combs the related results. Secondly, the connotation of social security theory is expounded in detail, the related statistical caliber of social security expenditure is defined, and the relevant theory is analyzed. This paper makes a comparative analysis of the social security expenditure in Yunnan Province with the situation of the whole country and the provinces and regions in the southwest region. Moreover, the gap is gradually widening, and the proportion of expenditure on social security items in the structure of fiscal expenditure is decreasing. Then, the author makes an empirical analysis of the appropriateness of the social security level in Yunnan Province, and finds that the social security level of Yunnan Province has gradually entered the moderate range of the social security level, which is not stable, and the growth rate is faster than the economic growth rate. Finally, several suggestions are put forward on the moderate development of social security level in Yunnan, mainly including promoting sustained, rapid and stable economic development, continuously increasing social security expenditure, optimizing the structure of financial expenditure, Strive to make the social security system more equitable and sustainable; broaden the social security financing channels, explore a diversified pension model, reduce the pressure on social security expenditure; build a more reasonable social security system, The function of social security should be brought into full play.
