【摘要】：从多数建立失业保险制的国家看,失业保险制度是通过立法强制实行,由社会集中建立基金,对非因本人意愿中断就业而失去工资收入的劳动者提供一定时期物质帮助及再就业服务的制度,是社会保障体系的重要组成部分,是社会保险的主要项目之一。因此本论文从南昌市失业保险政策现状及存在的问题入手,研究完善南昌市失业保险制度的政策与措施具有重要的现实意义。本文通过文献资料和对比分析法,对南昌市失业保险制度进行分析,指出其具体存在的问题,并明确原因。本文通过文献研究法,对失业与失业人员、失业保险制度做出概念界定,介绍失业保险制度的功能,通过对国内外相关文献研究进行总结,引出本文的理论基础,其中包括了失业理论、公民权利理论、收入—闲暇理论以及职业搜寻理论。本文通过访谈法,对南昌市失业保险制度功能实现问题进行定性分析,深入了解相关专家和代表性较强的失业人员对目前南昌市失业保险制度功能实现方面的看法和建议,并且为调查问卷设计指明方向。通过对南昌市进行失业保险制度功能实证调查研究,认为南昌市目前收入保障功能方面存在以下四方面问题：1.实际参保率较低；2.失业保险金实际领取率不高；3.缴险费率和待遇水平平均化；4.失业保险基金大量结余。通过对南昌市进行失业保险制度功能实证调查研究,认为南昌市目前促进就业功能方面存在以下四方面问题：1.失业人员的技能学习和技能更新较慢；2.失业人员获知职业介绍和职业培训等方面的信息渠道较少；3.职业介绍与再就业培训实效性不理想；4.基金支出结构不合理。
[Abstract]:From the majority of the countries that establish unemployment insurance system, the unemployment insurance system is an important part of social insurance system, which is an important part of social security system. It is an important part of social security system. Therefore, this paper, starting with the status and existing problems of the unemployment insurance policy in Nanchang, has an important practical significance to study and improve the policies and measures of the unemployment insurance system in Nanchang. Through the literature and comparative analysis, this paper analyzes the unemployment insurance system in Nanchang and points out its specific problems. Through literature research, this paper defines the unemployment and unemployment insurance system, introduces the unemployment insurance system, introduces the function of the unemployment insurance system, and summarizes the relevant literature at home and abroad, and leads to the theoretical basis of this article, including the theory of unemployment, the theory of civil rights, the theory of income leisure and occupation. Through the interview, this paper makes a qualitative analysis on the problem of the function realization of the unemployment insurance system in Nanchang, and deeply understands the views and suggestions on the realization of the unemployment insurance system in Nanchang by the relevant experts and the strong representatives of the unemployed, and points out the direction for the design of the questionnaire. Through the loss of Nanchang City, it has been lost. The empirical research on the function of the industry insurance system shows that there are four problems in Nanchang's current income security function: 1. the actual insurance rate is low; 2. the actual rate of unemployment insurance is not high; the 3. premium rate and the average treatment level; 4. unemployment insurance fund. Through the unemployment insurance system of Nanchang, the unemployment insurance system is carried out. The functional empirical investigation shows that there are four problems in promoting the employment function in Nanchang at present: 1. the skill learning and skill renewal of the unemployed people are slow; 2. the unemployed people know that the information channels of job introduction and vocational training are less; 3. the effectiveness of vocational introduction and reemployment training is not ideal; 4. fund branch The structure is not reasonable.
