【摘要】：根据2006年第二次全国残疾人社会保障抽样调查领导小组发布的最新调查数据显示,我国残疾人人口总数为8296万人,其中农村残疾人占全国残疾人总人口数的75.04%,由此可见,我国四分之三的残疾人生活在农村。我国过去长期的“二元结构”体制使得居民和农民在获得社会资源和发展机会方面有较大差别,相对于城市居民而言,农民是弱势群体。农村残疾人首先是农民,相对于城市居民他们是弱势群体；其次农村残疾人是残疾人,相对于正常人他们也是弱势群体,也就是说农村残疾人相对于健全人和城市居民而言具有双重的弱势性。农村残疾人是我国的公民,他们作为弱势群体在一定程度上影响我国的社会稳定,所以农村残疾人的问题必须受到政府部门和社会各界的高度关注。为了维护社会的稳定,解决农村残疾人的基本生活问题,农村残疾人社会保障制度的健全成为必要。社会保障制度是维护社会稳定的“安全阀”,对农村残疾人的生存和发展起到至关重要的作用。但目前我国农村残疾人社会保障体系不健全,存在着不少的问题,不能更好的为农村残疾人提供保障。因此有必要结合我国的基本情况,针对农村残疾人的具体需要进一步完善我国的农村残疾人社会保障制度。通过阅读大量文献,并结合第二次全国残疾人抽样调查数据,对残疾人社会保障的现状进行多方面、多角度的分析,为相关政策建议提供数据支持。同时考察西方发达国家的残疾人社会保障制度的现状及发展,在比较研究的基础上,根据我国的具体国情,提出我国农村残疾人社会保障的发展思路。本文分为五个章节,论文第一章主要对残疾人及社会保障的含义进行界定。分别介绍了国际和国内关于残疾人和社会保障的界定,并讲述了农村残疾人社会保障制度的思想渊源和历史演变。在本章重点介绍的是我国农村残疾人的特殊性,即农村残疾人相对于正常人和城市残疾人具有双重弱势性。论文第二章论述了农村残疾人社会保障的理论基础和现实必要性。本章从法理学和宪法学两方面论述了农村残疾人社会保障的理论基础,并结合实际分析了农村残疾人社会保障的现实必要性。论文第三章介绍了我国农村残疾人社会保障制度取得的成绩及存在的问题。本章首先论述了我国农村残疾人社会保障制度取得的成就,农村残疾人的生活得到了改善,但是随着社会的发展,经济水平的提高,农村残疾人社会保障存在着很多问题,其中包括立法滞后,社会支持体系不完善,社会保险覆盖率低,社会救助标准低等问题。论文第四章简单介绍了西方发达国家在残疾人社会保障方面的情况,最后通过对西方发达国家的残疾人社会保障制度的比较研究,并结合我国农村社会的现实情况,提出了一些对完善我国农村残疾人社会保障制度的启示。论文第五章是本文的重点,就我国农村残疾人社会保障制度存在的问题并借鉴西方的经验,提出有针对性的意见和建议：完善立法,健全社会支持体系,提高社会保险覆盖率,提高社会救助标准等。
[Abstract]:According to the latest survey data issued by the second national sampling survey on social security for social security in 2006, the total number of disabled people in China is 82 million 960 thousand, of which the disabled in rural areas account for 75.04% of the total number of people with disabilities in the country. Thus, 3/4 of the disabled people in China live in rural areas. In the past, China's long-term "two yuan" was "two yuan". The structure of the system makes the residents and farmers more different in obtaining social resources and opportunities for development. Compared with urban residents, farmers are disadvantaged groups. The disabled in rural areas are first farmers, compared with urban residents, they are disadvantaged groups. Secondly, the disabled in rural areas are the disabled, and they are also the weak groups relative to the normal people. In other words, the disabled in rural areas have dual weakness relative to the sound and urban residents. The disabled in rural areas are citizens of our country. As a disadvantaged group, they affect the social stability of our country to a certain extent, so the problem of the disabled in rural areas must be highly concerned by the government departments and all walks of life.
In order to maintain social stability and solve the basic living problems of the disabled in rural areas, it is necessary to improve the social security system for the disabled in rural areas. The social security system is a "safety valve" to maintain social stability and plays a vital role in the survival and development of the disabled in rural areas. But the social security system for the disabled in rural areas is not at present in China. There are many problems and can not provide better guarantee for the disabled in rural areas. Therefore, it is necessary to combine the basic situation of our country and further improve the social security system for the disabled in rural areas in view of the specific needs of the disabled in rural areas.
By reading a large number of documents and combining with the data of the second national sampling survey on the disabled, the present situation of the social security of the disabled is analyzed in many aspects, and the data support for the relevant policy suggestions are provided. At the same time, the status and development of the social security system for the disabled in western developed countries are investigated and based on the comparative study. China's specific national conditions put forward the development ideas of rural social security for the disabled.
This article is divided into five chapters. The first chapter of the paper mainly defines the meaning of the disabled and social security. It introduces the definition of the disabled and social security in the world and the country, and describes the ideological origin and historical evolution of the social security system for the disabled in the rural areas. The emphasis is on the special characteristics of the disabled in the countryside in our country. Sex, that is, rural disabled persons have double weaknesses relative to normal persons and urban handicapped persons.
The second chapter discusses the theoretical basis and practical necessity of the social security for the disabled in rural areas. This chapter expounds the theoretical basis of the social security for the disabled in rural areas from two aspects of jurisprudence and constitution, and analyzes the practical necessity of the social security of the disabled in rural areas.
The third chapter introduces the achievements and existing problems of the social security system for the disabled in rural areas. This chapter first discusses the achievements of the social security system for the disabled in rural areas, and the life of the disabled in rural areas has been improved, but with the development of the society and the improvement of the economic level, the social security of the disabled in rural areas exists. Many problems, including lagging legislation, imperfect social support system, low coverage rate of social insurance and low standard of social assistance.
The fourth chapter briefly introduces the situation of the social security of the disabled in the western developed countries. Finally, through the comparative study of the social security system of the disabled in the developed countries of the west, and combining the reality of the rural society in our country, some enlightenment to improve the social security system of the disabled people in our country is put forward.
The fifth chapter of the paper is the key point of this article. It puts forward some pertinent suggestions and suggestions on the problems existing in the social security system of the disabled in our country and the experience of the West: perfecting the legislation, improving the social support system, improving the coverage rate of social insurance, and improving the standard of social assistance.
