东部地区财政经济运行状况调研报告

【摘要】：调研组在广东省和浙江省就东部发达地区财政经济运行情况进行了调研,认为,理念超前和创新驱动是东部率先发力的重要支撑,而宏观政策不协调和"一刀切"问题是制约东部发展的主要问题。提出,提高宏观政策协调性与施策科学性,进一步促进东部发展:(1)政府要强化服务和营造环境,避免越俎代"市场规律"之庖;(2)强化宏观管理、政策的协调性,形成宏观治理合力;(3)宏观管理和政策应分类施政,不搞"一刀切";(4)社会保障要"民享",但应避免民粹作祟"保险"变"福利"。
[Abstract]:The investigation and research group conducted in Guangdong Province and Zhejiang Province on the financial and economic operation of the developed areas in the east held that the concept leading and innovating drive are the important support for the eastern region to take the lead. However, the macro-policy incoordination and "one-size-fits all" problem are the main problems restricting the eastern development. It is proposed that to improve the coordination and scientific nature of macro policies and to further promote the development of the east, the government should strengthen its services and create an environment so as to avoid overtaking the "market law" and strengthening macro-management and policy coordination. (3) Macro-management and policies should be managed by classification, and social security should be "for the people", but should avoid populist "insurance" and "welfare".
