经济新常态下企业工资合理增长机制研究

【摘要】:截止到2014年,我国国内生产总值达到636463亿元,较上年增长7.4%。这一数据的背后是两个基本事实:第一,我国不仅已稳居世界第二大经济体的位置,同时也是世界上最大的发展中国家;第二,我国的经济增速已经逐步下滑,从过去平均增速9%-10%逐渐下降到2012年的7.7%、再到2014年的7.4%,我国正式迈入从高速增长切换为中高速增长的新常态阶段。“经济新常态”不仅意味着我国过去以投资拉动为主、以廉价劳动力为驱动的粗放式发展模式难以为继,也预示着我国迫切需要以产业转型升级为目标、以创新为驱动的新型经济模式。不仅如此,由于过去人口政策的影响,我国正经历着人口红利逐渐丧失的困境,而人均收入也正处于跨越“中等收入陷阱”的关键阶段,这些因素的叠加使得我国经济的持续发展面临着巨大的挑战。以世界主要发达国家的历史经验来看,由于人口红利的消失和产业转型升级进程的推进,在客观上需要企业工资实现合理、平稳的增长,并以此来切实改善民生和促进以创新力为驱动的新经济模式的发展。作为从计划经济转轨至市场经济的国家,我国企业工资的决定机制除了受市场因素的支配以外,也与各种政策制度密切相关,甚至一些社会因素也潜在的影响着企业工资的增长,这也意味着构建企业工资合理增长机制将会是一个复杂且长期的系统性工程。本文在对“工资合理增长”进行界定、对现实基础的充分阐述以及对现阶段企业工资增长情况进行概述的基础上,通过从经济、制度以及社会三个层面对经济新常态下企业工资合理增长机制的影响因素进行多视角、多维度的全面分析,并且在相关的分析中不仅采用了构建模型的定量分析,也以论述的方式进行定性分析,以期能够全面、细致的对这一问题进行诠释。最后,本文在前文研究的基础上有针对性的提出了相关的政策建议,其核心点包括推进劳动力市场化、深化集体协商制度改革、改革初次收入分配与再分配制度、完善职业培训制度以及改革社保缴纳制度。本文希望这一系列措施能够从市场和制度等方面对构建经济新常态下企业工资合理增长机制产生有益推动,并期望能够切实改善职工工资收入水平,并为我国经济的持续发展产生积极的影响。
[Abstract]:By 2014, China's GDP reached 63.6463 trillion yuan, an increase of 7.4 percent over the previous year. There are two basic facts behind this data: first, China is not only the world's second largest economy, but also the world's largest developing country; second, our economic growth rate has gradually declined. From 9% to 10% in the past, to 7. 7% in 2012, and 7. 4% in 2014, China has entered the new normal stage from high speed growth to medium and high speed growth. The "new normal state" of economy not only means that the extensive development mode of our country used to be dominated by investment and driven by cheap labor force, but also indicates that our country urgently needs to take industrial transformation and upgrading as its goal. A new economic model driven by innovation. Moreover, because of the impact of past population policies, our country is experiencing the plight of the gradual loss of the demographic dividend, and the per capita income is also in the crucial stage of crossing the "middle-income trap". The superposition of these factors makes the sustainable development of our economy face enormous challenges. Judging from the historical experience of the major developed countries in the world, due to the disappearance of the demographic dividend and the promotion of the process of industrial transformation and upgrading, it is objectively necessary to achieve a reasonable and steady increase in the wages of enterprises. And in order to improve people's livelihood and promote innovation driven by the development of the new economic model. As a country undergoing the transition from a planned economy to a market economy, in addition to being dominated by market factors, the decision mechanism of the wages of Chinese enterprises is closely related to various policy systems. Even some social factors have a potential impact on the increase of enterprise wages, which also means that it will be a complex and long-term systematic project to construct a reasonable increase mechanism of enterprise wages. On the basis of the definition of "reasonable wage increase", the full elaboration of the realistic basis and the summary of the current situation of the enterprise wage growth, this paper, based on the analysis of the economy, The system and society analyze the influencing factors of the reasonable increase mechanism of the enterprise wage in the new normal state of economy from multiple angles and dimensions, and not only adopt the quantitative analysis of the construction model in the related analysis. The qualitative analysis is also carried out in the way of argumentation, in order to explain this problem comprehensively and meticulously. Finally, on the basis of the previous research, this paper puts forward relevant policy recommendations, the core points of which include promoting the marketization of labor force, deepening the reform of collective bargaining system, and reforming the initial income distribution and redistribution system. Improve the vocational training system and reform the social security payment system. This paper hopes that this series of measures can promote the construction of a reasonable wage growth mechanism of enterprises under the new normal state of the economy from the market and institutional aspects, and hope to effectively improve the wage income level of workers and staff. And for the sustained economic development of China has a positive impact.
