【摘要】：社会保障和家庭保障共同实施了社会生产和分配对人生存和发展的保障。人生存和发展的社会保障是一种宏观的、有限性的保障,是家庭保障的补充。人生存和发展的社会保障内容包括社会公共安全保障、社会生产安全保障、社会公共事业保障、社会成员基本权利保障、特定群体和特定社会成员个体特别保障。人生存和发展的社会保障在社会生产和分配中的落实重点是要:完善包含人生存和发展社会保障内容在内的社会生产和分配理论;确立在社会生产和分配中基于社会成员生存和发展的社会保障思想;建立基于社会成员生存和发展社会保障的社会生产和分配制度;在社会生产和分配的实践中落实好人生存和发展的社会保障工作。
