贵州省经济发展指标评价研究

【摘要】：在我国转变经济发展方式的背景下,贵州省“十三五”规划提出要科学发展、后发赶超、实现新跨越。本文首先从贵州省经济发展现状出发,在国内外研究的基础上,结合经济发展理论和未来经济发展方向,阐述了对贵州省经济发展进行评价的必要性。其次构建指标体系对贵州省经济发展进行综合评价。指标评价体系的构建选取了包括经济增长、社会需求、产业结构、科技进步、资源环境、城乡结构、人民生活七个方面的二十二个指标。由于2007年是国家正式提出转变经济发展方式的一年,因此选取了贵州省2007年到2015年九年间的相关数据。通过对指标数据的处理,利用改进的CRITIC法对贵州省经济发展指标进行了综合评价,得出了用于横向和纵向分析的指标得分。结论是:总体上看贵州省经济发展指标评价得分不断提高,说明贵州省经济发展整体较好。从选取的七个方面看,贵州省经济社会各方面的发展也都取得了明显进步,尤其在改善人民生活、加快科技进步和优化产业结构方面成效显著,但在城乡协调发展方面还存在一些问题,比如城乡收入差距较大,这些问题对经济发展产生了负面影响。最后立足于贵州省经济发展现状,结合评价结果,从扩大内需、优化产业结构、提高技术创新、调整能源结构、缩小城乡差距、完善社会保障体系、促进低碳经济发展等方面提出了关于贵州省进一步实现经济更好发展的政策启示。
[Abstract]:Under the background of changing the mode of economic development in China, the 13th Five-Year Plan of Guizhou Province proposes to develop scientifically, catch up and catch up with each other and realize new leaps and bounds. Based on the present situation of Guizhou province's economic development and on the basis of domestic and foreign research, this paper expounds the necessity of evaluating Guizhou's economic development by combining the theory of economic development and the direction of economic development in the future. Secondly, build the index system to evaluate the economic development of Guizhou province. The index evaluation system includes 22 indexes, including economic growth, social demand, industrial structure, scientific and technological progress, resource environment, urban and rural structure, and people's life. Since 2007 was the year when the state formally proposed to change the mode of economic development, the relevant data of Guizhou Province from 2007 to 2015 were selected. By processing the index data and using the improved CRITIC method to evaluate the economic development index of Guizhou province, the index scores for horizontal and vertical analysis are obtained. The conclusion is that the evaluation score of the economic development index of Guizhou Province is increasing, which indicates that the overall economic development of Guizhou Province is better. From the selected seven aspects, Guizhou Province has made remarkable progress in all aspects of economic and social development, especially in improving people's lives, speeding up scientific and technological progress and optimizing industrial structure. However, there are still some problems in the coordinated development of urban and rural areas, such as the large income gap between urban and rural areas, which have a negative impact on economic development. Finally, based on the current situation of economic development in Guizhou Province, combined with the evaluation results, from expanding domestic demand, optimizing industrial structure, improving technological innovation, adjusting energy structure, narrowing the gap between urban and rural areas, and perfecting the social security system, Some suggestions on how to promote the development of low carbon economy in Guizhou province are put forward.
