杭州经济技术开发区农转非社区社会保障建设研究

【摘要】：杭州经济技术开发区农转非社区由于缺乏较为完善的社会保障支持，农转非人员只是完成了简单的户籍转变，无法真正的融入城市生活，农转非社区也由此成了尴尬的“城中村”。本文主要采用文献列举、案例分析等方法，研究杭州经济技术开发区农转非社区社会保障建设现状，查找问题与不足，为杭州经济技术开发区农转非社区社会保障的完善提供对策建议，进而为其他区域征地农村的发展提供参考。首先，本文界定了农转非社区及社会保障的内涵，阐述了农转非社区社会保障建设的理论依据、内容、建设农转非社会保障体系具备的诸如维护社会稳定、保证社会公平、推动经济社会发展、保证生产等方面的功能以及建设的必要性。其次，从杭州经济技术开发区农转非社区社会保障的现状出发，本文探究了该区在养老保险、医疗保障、社会救助、社会福利以及资金住房等辅助保障建设方面的情况，从而得出该区农转非社会保障建设方面存在体制机制不合理，养老服务不到位，医保服务工作落后，社会福利和社会救助工作滞后，资金保障不足等弊端。最后，，通过学习和借鉴重庆市高新区以及杭州钱江经济技术开发区的农转非社区社会保障建设经验，针对上述问题给出了四大解决途径：（1）实施多层次农转非社区社会保障建设；（2）确保农转非社区社会保障资金支持；（3）拓展农转非社区社会保障建设的新模式；（4）完善农转非社区班子成员管理体制机制。从而在一定程度上破解了杭州经济技术开发区农转非社会保障建设中的诸多难题，为解决农转非日益凸显的城中村尴尬，加快推进城市化进程，实现城乡统筹发展提供参考。
[Abstract]:Due to the lack of more perfect social security support for the non-agricultural communities in the Hangzhou Economic and technological Development Zone, the rural transition personnel have only completed a simple household registration transformation and could not truly integrate into urban life. From this, the farming-to-non community has become an awkward "village in the city." This article mainly uses the literature enumeration, the case analysis and so on method, studies the Hangzhou Economic and technological Development Zone agricultural transition non-community social security construction present situation, looks for the question and the insufficiency, It provides suggestions for the improvement of the social security of the non-agricultural communities in Hangzhou Economic and technological Development Zone, and then provides a reference for the development of the rural land requisition in other regions. First of all, this paper defines the connotation of the community and social security, expounds the theoretical basis and content of the construction of the social security system, such as maintaining social stability and ensuring social equity. Promote economic and social development, ensure production and other aspects of the function and the necessity of construction. Secondly, starting from the current situation of social security in Hangzhou Economic and technological Development Zone, this paper probes into the situation of supporting security construction in this area, such as old-age insurance, medical security, social assistance, social welfare and financial housing. It is concluded that the system mechanism is unreasonable, the old-age service is not in place, the medical insurance service is backward, the social welfare and social assistance work is lagging behind, the fund guarantee is insufficient and so on. Finally, by studying and learning from the experiences of the construction of social security in non-agricultural communities in Chongqing High-tech Development Zone and Hangzhou Qianjiang Economic and technological Development Zone, In view of the above problems, this paper gives four ways to solve the problem: 1) implementing the multi-level community social security construction to ensure the social security fund support of the rural transition community. (3) expanding the new model of the community social security construction; 4) improve the management system and mechanism of the members of the non-agricultural community team. To a certain extent, it has solved many difficult problems in the construction of social security for agricultural conversion in Hangzhou Economic and technological Development Zone, which provides a reference for solving the embarrassment of village in city, speeding up the process of urbanization and realizing the overall development of urban and rural areas.
