山东抗日根据地民生建设研究

【摘要】：全心全意为人民服务,对人民负责,是中国共产党的根本宗旨。即使是在艰苦卓绝的抗日战争时期,中国共产党始终坚持“以人为本”,着力于保障民生和改善民生,积累了丰富的民生建设经验。中共中央和山东分局政府在山东根据地实施的一系列民生建设举措,不仅改善了人民群众衣食住行等基本生活条件,为其更好地生存和发展提供最基本的保障,也充分调动起了广大人民群众的抗战参战热情,并很好的发挥了山东抗日根据地的战略枢纽作用,继而推进山东根据地的稳固和发展。本文以民生建设为研究对象,以山东抗日根据地为研究空间,对于山东抗日根据地民生建设的实践路径进行了较为细致地梳理。第一章简要介绍了山东抗日根据地的基本情况,包括山东抗日根据地的创建、形成、巩固和发展,以及山东抗日根据地的历史地位和作用等。第二章主要论述了山东抗日根据地民生建设的必要性与可能性。开展民生建设是党的性质与宗旨的要求、是革命经验教训的总结、是克服困难取得抗战胜利的保证、也是建立稳固抗日根据地的需要;党的正确领导与山东地区的优势为民生建设创设了有利条件、民主政权建设为民生实践提供了重要的政治保障、法令法规的有序实施为民生建设提供了可靠的法律保障。因此在山东抗日根据地开展民生建设既是必要的也是可能的。第三章较为细致地阐述了山东抗日根据地民生建设的实践路径:主要围绕优先发展农业减轻群众生活负担、发展工商业保证群众生活需要、推进文化教育卫生提高群众生活质量、实施社会救助建立社会保障体系四个方面来展开论述。第四章对山东抗日根据地的民生建设进行评析并探讨其对于当前民生建设的启示。山东抗日根据地民生建设的成效主要表现为:人民生活条件和生活水平得到改善、群众健康状况与精神面貌得以改观、新民主主义文化教育雏形初步形成、低水平的社会保障在探索中不断发展。其不足主要表现为:民生建设政策条例的制定不够完善、民生建设的具体实践过程存在偏差、民生建设的社会保障覆盖面相对狭窄,等等。以史为鉴,总结经验教训,对于今天推动以改善民生为重点的社会建设,巩固党的领导地位、扩大党的群众基础,坚持马克思主义在意识形态领域的指导地位,构建社会主义和谐社会有着重要借鉴意义。
[Abstract]:Serving the people wholeheartedly and being responsible to the people is the fundamental purpose of the Communist Party of China. Even during the arduous War of Resistance against Japan, the Communist Party of China always insisted on "people-oriented", focused on protecting and improving the people's livelihood, accumulated rich experience in people's livelihood construction. A series of livelihood construction measures implemented by the CPC Central Committee and the Shandong Branch Government in Shandong base areas have not only improved the basic living conditions of the people, such as clothing, food, shelter and transportation, but also provided the most basic guarantee for their better survival and development. It also fully aroused the enthusiasm of the broad masses to participate in the war, and played a good role as the strategic hub of the anti-Japanese base area in Shandong, and then promoted the stability and development of the base area in Shandong. This article regards the people's livelihood construction as the research object, takes the Shandong anti-Japanese base area as the research space, has carried on the detailed comb to the Shandong anti-Japanese base area livelihood construction practice path. The first chapter briefly introduces the basic situation of Shandong anti-Japanese base area, including the establishment, formation, consolidation and development of Shandong anti-Japanese base area, as well as the historical status and role of Shandong anti-Japanese base area. The second chapter mainly discusses the necessity and possibility of people's livelihood construction in Shandong anti-Japanese base area. Carrying out the construction of people's livelihood is the requirement of the nature and purpose of the Party, the summary of the revolutionary experience and lessons, the guarantee of overcoming the difficulties and the victory of the War of Resistance against Japan, and the need to establish a solid anti-Japanese base area. The correct leadership of the Party and the advantages of Shandong have created favorable conditions for the construction of the people's livelihood, the construction of democratic power has provided an important political guarantee for the practice of people's livelihood, and the orderly implementation of laws and regulations has provided a reliable legal guarantee for the construction of the people's livelihood. Therefore, it is necessary and possible to carry out livelihood construction in Shandong anti-Japanese base area. The third chapter elaborates in detail the practical path of people's livelihood construction in Shandong Anti-Japanese Base area: mainly focusing on the priority development of agriculture to alleviate the burden of life of the masses, and to develop industry and commerce to ensure the needs of the masses. Promoting culture, education and health to improve the quality of life of the masses, implementing social assistance and establishing a social security system are discussed in four aspects. The fourth chapter analyzes the construction of people's livelihood in Shandong anti-Japanese base area and discusses its enlightenment to the current construction of people's livelihood. The main achievements in the construction of the people's livelihood in Shandong's anti-Japanese base area are: the living conditions and living standards of the people have been improved, the health and mental outlook of the masses have been improved, and the embryonic form of new democratic cultural education has taken shape. Low level of social security in the exploration of continuous development. The main shortcomings are: the formulation of policies and regulations of people's livelihood construction is not perfect, the concrete practice process of people's livelihood construction has deviation, the coverage of social security of people's livelihood construction is relatively narrow, and so on. Taking history as a mirror and summing up experience and lessons, we should promote social construction that focuses on improving the people's livelihood today, consolidate the party's leading position, expand the party's mass base, and uphold the guiding position of Marxism in the ideological field. Building a harmonious socialist society is of great significance.
