山西省隰县统筹城乡社会保障研究

【摘要】：我国社会经济运行的可持续性离不开社会保障制度的支持。随着市场经济的发展,社会保障也相应地不断丰富和完善。我国在六十多年的经济发展历程中呈现出二元化结构特征,城镇在经济发展过程中处于有利地位,其社会保障制度得到较快发展,保障水平远远高于农村,城乡差异问题凸显。本文以隰县城乡社会保障统筹运行机制为对象进行研究,运用了文献分析法、实地调查法、比较分析法。截止2015年,隰县社会保障事业取得了一定成绩,但整体水平偏低,农村覆盖不够广泛、保障力度差强人意,城乡差异也带来了不少问题。如财政投入过少导致隰县县政府无法承担支出责任;社会保障资金来源单一;社会保障制度建设不完善,碎片化特征明显;工作人员效率不高;城乡社会保障水平具有显著的差异性。进一步统筹隰县城乡社会保障制度对于推动县域社会经济快速增长、营造公正的社会氛围、实现全面小康等具有重要的现实意义。本文对隰县城乡社会保障统筹发展状况进行实地考察,通过比较分析历年城乡具体保障项目数据,结合隰县有关政策,借鉴国内外相关研究成果,探讨隰县开展城乡社会保障统筹工作的制约因素及对策。以希作为我国贫困县域缩小二元差别,统筹发展城乡社会保障事业的重要探索。
[Abstract]:The sustainability of China's social and economic operation can not be separated from the support of social security system. With the development of market economy, social security has been enriched and perfected accordingly. In the course of more than 60 years of economic development, China has presented the characteristics of dualistic structure. The cities and towns are in a favorable position in the process of economic development, their social security system has developed rapidly, the level of security is far higher than that in rural areas, and the difference between urban and rural areas is prominent. In this paper, the mechanism of urban and rural social security in Xi County is studied, and the methods of literature analysis, field investigation and comparative analysis are used. As of 2015, Xi County social security has made some achievements, but the overall level is low, the rural coverage is not wide enough, the strength of security is not satisfactory, the difference between urban and rural areas has brought many problems. If the financial investment is too low, Xixian county government can not bear the responsibility of expenditure; the source of social security funds is single; the construction of social security system is imperfect, the fragmentation characteristics are obvious; the staff efficiency is not high; The level of social security in urban and rural areas has significant differences. It is of great practical significance to further coordinate the social security system between urban and rural areas in Xi County for promoting the rapid growth of the county's social economy, creating a just social atmosphere, and realizing a well-off society in an all-round way. This paper makes a field investigation on the overall development of urban and rural social security in Xi County, compares and analyzes the specific urban and rural security project data of the past years, combines the relevant policies of Xi County, and draws lessons from relevant research results at home and abroad. This paper probes into the restrictive factors and countermeasures of carrying out the urban and rural social security coordination work in Xi County. It is an important exploration to narrow the dualistic difference and to develop the social security in urban and rural areas as a whole.
