我国残疾儿童文化权利的社区实现之现状与影响因素

【摘要】:保障残疾儿童的文化权利,是建设公共文化服务体系过程中追寻权利平等的难点问题。社区是公民文化权利实现的主要场域。基于2013年残疾人监测数据分析发现,我国6~17岁残疾儿童仅有7.3%经常参与社区文化生活,34.6%很少参与,58.1%从不参与社区文化生活。回归分析结果显示,残疾儿童参与社区文化生活的主要影响因素包括其性别、教育、培训与康复状况;社会保障、社会支持、社区服务、法律宣传对残疾儿童参与社区文化生活也有显著影响;领取残疾证对此具有负向预测作用。应当综合考虑相关因素,改善残疾儿童的文化权利在社区的实现状况。
[Abstract]:Safeguarding the cultural rights of children with disabilities is a difficult problem in the process of building public cultural service system in pursuit of equality of rights. Community is the main field for the realization of citizens' cultural rights. Based on the data of disability monitoring in 2013, it is found that only 7.3% of children with disabilities aged 6 or 17 in China often participate in community cultural life. 34.6% rarely participate in community cultural life. 58.1% never participate in community cultural life. Regression analysis showed that the main factors influencing the participation of disabled children in the cultural life of the community included gender, education, training and rehabilitation, social security, social support, community service. Legal propaganda also had a significant impact on the participation of disabled children in the cultural life of the community, and obtaining a disability card had a negative predictive effect on it. The cultural rights of children with disabilities should be improved in their communities, taking into account relevant factors.
