【摘要】：社区社会救助工作是我国社会保障体系的重要组成部分,它的存在既是社会发展的客观要求,又在社会保障制度中具有不可替代的作用。虽然我国目前已经运行着城市最低生活保障制度,并且已经初具规模,在社会事务管理中发挥着重要的作用。虽然社区社会救助工作已经取得了良好的工作成绩,但是在实际操作的过程中还是存在一定的困难和不足的。社区贫困并不是单纯的指物质贫困,还代表着城市中一部分居民因为缺乏相关资源,从而导致难以维持生活所需的生活资料,更谈不上参加经济领域中社会活动的权利,以至于这些城市居民长久地生存在社会正常生活标准之下。沈阳市帅府社区贫困人口社会救助工作是对国家社会救助工作开展情况的一个缩影,通过对沈阳市帅府社区的相关工作的研究,找出目前社会救助工作中存在的问题,并针对问题提出行之有效的解决方案,帮助贫困群体解决他们最关心的问题。社区救助的目的就是为解决经济和城市化快速发展过程中所带来的一系列社会问题。而社区社会救助工作是将物质救助与精神救助相结合的救助方法,它较传统的救济政策有着独特的优势,可以对扶贫工作中存在的不足与缺陷进行弥补。而本文就是通过沈阳市帅府社区社会救助工作开展的过程中,通过调动社会组织的积极性,参与到社区社会救助工作的开展。论文在研究的过程中,针对帅府社区在开展社会救助工作中存在的问题如家庭救助的缺失、现有低保制度的缺陷、社区社会救助组织单一及社区社会救助队伍问题等内容进行了分析和研究,还列举了沈阳丰乐街道先进社区社会救助模式与济南市南辛庄区社会救助的根本思路,通过社区贫困人口摸底调查、建立就业岗位数据库等方式提升社区社会救助工作质量,并强调了财政、组织及制度保障的重要性。通过论文研究,完善社区社会救助管理的相应措施被提出,如健全城市居民最低生活保障制度、建立低保与就业服务的联动机制、拓展社区社会救助资金的渠道。并通过对特困对象救助项目、医疗救助项目等内容的研街道先进社区社会救助模式作为研究范本进行了分析,在此基础上,提出了帅府社区来完善社区救助项目体系,同时还对优化社区救助人才队伍进行了分析,建设专业化救助队伍、推进志愿者队伍建设、引导社会组织参与都是提升社区社会救助工作的有效方式。社区贫困人群是关系着社会稳定的关键,政府通过社区社会救助工作的开展来解决贫困人群的温饱问题,并且推动了社会的进步,由此判断社区社会救助具有重要的意义。
[Abstract]:Community social assistance is an important part of our social security system. Its existence is not only the objective requirement of social development, but also plays an irreplaceable role in the social security system. Although our country has already run the urban minimum living security system at present, and has begun to take shape, it plays an important role in the social affairs management. Although the community social assistance work has made good achievements, there are still some difficulties and deficiencies in the actual operation. Community poverty does not simply mean material poverty. It also represents the right of some urban residents to participate in social activities in the economic field because they lack the relevant resources, thus making it difficult to maintain the means of subsistence, let alone the right to participate in social activities in the economic field. So that these urban residents for a long time to survive under the normal standard of living in society. The social assistance work for the impoverished population in the Shuaifu community in Shenyang is a microcosm of the development of the state social assistance work. Through the study of the relevant work in the Shuaifu community in Shenyang, the problems existing in the current social assistance work are found out. And put forward effective solutions to the problem, to help the poor to solve their most concerned problems. The purpose of community assistance is to solve a series of social problems brought by the rapid development of economy and urbanization. Community social assistance is a method which combines material relief with spiritual relief. It has a unique advantage over traditional relief policy, and can make up for the shortcomings and defects in poverty alleviation. This article is through the Shenyang Shuaifu community social assistance work to carry out the process, by mobilizing the enthusiasm of social organizations, to participate in the development of community social assistance work. In the process of research, the paper aims at the problems existing in the development of social assistance in Shuai Fu community, such as the absence of family assistance, the defects of the existing minimum security system, This paper analyzes and studies the single community social assistance organization and community social assistance team, and lists the advanced community social assistance mode in Fengle Street of Shenyang and the basic ideas of social assistance in Nanxinzhuang District of Jinan City. The quality of community social assistance is improved by investigating the poor population in the community and establishing the database of employment position. The importance of financial, organizational and institutional guarantee is emphasized. Through the research of this paper, the corresponding measures to improve the management of community social assistance have been put forward, such as perfecting the minimum living security system of urban residents, establishing the linkage mechanism between minimum living security and employment services, and expanding the channels of community social assistance funds. On the basis of the analysis of the advanced community social assistance model of the special hardship relief project, the medical aid project and other contents, the paper puts forward that the community of Shuaifu should perfect the community rescue project system. At the same time, it also analyzes the optimization of the community rescue talent team, the construction of professional rescue team, the promotion of volunteer team construction, the guidance of social organizations to participate in the work are effective ways to promote community social assistance. The poor people in the community are the key to social stability. The government solves the problem of food and clothing of the poor people through the development of community social assistance, and promotes the progress of the society, so it is of great significance to judge the community social assistance.
