农村老年社会保障调查研究

【摘要】：随着第六次全国人口普查的结束，中国60岁以上老年人口占全国总人口的13．26%，其中65岁及以上人口占8.87%，预计从2011年到2015年，全国60岁及以上老年人口将由1.78亿增至2.21亿人次。中国老龄化进程逐步加快。截至2011年，我国60岁及以上老年人口达到1.78亿人，其中农村老年人口达到1.05亿人次，农村老年人口规模是城市老年人口的1.69倍,农村老年社会保障显得至关重要。本文第一部分论述了选题来源与研究目的，农村老年社会保障的学术意义，国内外对老年社会保障的研究现状，农村老年社会保障的理论视角与研究方法。第二部分介绍了席村老年社会保障现状和问题。在研究方法上采取抽样调查，发放调查问卷来收集资料，分别从席村老年人的人口学分析、席村老年人对社会保障认知现状的因素分析、席村老年人的经济情况、席村老年人拥有土地及使用土地状况、席村老年人住房、社区状况、席村老年人日常生活照料情况、席村老年人健康情况和医疗保险情况、席村老年人的精神健康情况等调查着手，研究席村老年人社会保障现状；同时采用8个个案访谈的方法来收集资料，通过人际互动来了解席村老年居民内心的想法、感受，重点了解席村老年人的养老方式和社会保障水平。在对席村老年社会保障现状经过实证调查与分析后，笔者找出席村老年社会保障在家庭养老、新型农村社会养老保险、新型农村合作医疗、农村老年人精神文化生活方面及农村老年人日常生活照料中所面临的问题。第三部分对影响席村老年人社会保障的原因进行分析，影响席村老年人的社会保障水平的因素有：席村经济水平较低，村中有贫困现象、新型农村社会养老保险保障水平偏低、新型农村合作医疗补贴水平偏低、年轻人尊老观念出现弱化、人口老龄化和家庭规模小型化、农村社会工作者的缺失。第四部分笔者针对本地老年社会保障存在的问题，提出自己建议与策略：发展席村地方经济，发挥社区养老的优势；提高新型农村养老保险的覆盖面积和保障水平，提高政府补贴的激励效应，增加对贫困地区的补贴，提高新农保经办机构业务水平；提高新型农村合作医疗保障水平，提高对患大病农民的医疗费用补贴，对定点医疗机构进行严格监管，加强基层乡镇卫生院的建设，提高新农合医疗基金的收益率，设立农村社会工作者的岗位，更好地服务农村老年人，继续发挥家庭养老的作用。第五部分，结论。通过对我国农村老年社会保障问题进行系统的研究与分析，试图寻求解决这些问题的方式方法，从而提高我国农村老年社会保障水平。推进新农村建设，，促进社会和谐发展。
[Abstract]:With the end of the sixth national census, China's elderly population over 60 years old accounts for 13.26 percent of the country's total population, of which the population aged 65 and over accounts for 8.87. From 2011 to 2015, the number of elderly people aged 60 and above is expected to increase from 178 million to 221 million people. China's aging process is gradually accelerated. Up to 2011, the elderly population aged 60 and above has reached 178 million people in our country, among which the elderly population in rural areas has reached 105 million person-times. The size of the elderly population in rural areas is 1.69 times that of the elderly population in urban areas, so the social security for the elderly in rural areas is of great importance. The first part of this paper discusses the origin and research purpose of the topic, the academic significance of social security for the elderly in rural areas, the present situation of research on social security for the elderly at home and abroad, the theoretical perspective and research methods of social security for the elderly in rural areas. The second part introduces the current situation and problems of social security for the elderly in Xicun. In terms of research methods, sampling surveys and questionnaires were distributed to collect data, respectively, from the demographic analysis of the elderly in Xicun, the factor analysis of the current cognitive status of social security among the elderly in Xicun, and the economic situation of the elderly in Xicun. The elderly in Xicun are in possession of land and land use, housing, community status, care of the elderly in Xicun, health and medical insurance of the elderly in Xicun, A survey of the mental health of the elderly in Xicun was carried out to study the current situation of social security for the elderly in Xicun; at the same time, eight case interviews were used to collect data and to understand the inner thoughts and feelings of the elderly residents in Xicun through interpersonal interaction. Focus on the elderly Xicun pension and social security level. After an empirical investigation and analysis on the present situation of the social security for the elderly in Xicun, the author finds out that the social security for the elderly in the village is providing for the aged in the family, the new rural social endowment insurance, the new rural cooperative medical system. Problems in the spiritual and cultural life of the elderly in rural areas and in the care of daily life of the elderly in rural areas. The third part analyzes the reasons that affect the social security of the elderly in Xicun. The factors that affect the social security level of the elderly in Xicun are as follows: the economic level of Xicun is low, the phenomenon of poverty exists in the village, and the level of social old-age insurance in new rural areas is on the low side. The level of the new rural cooperative medical system is low, the concept of respecting the elderly among the young is weakened, the population is aging and the family size is miniaturized, and the rural social workers are missing. In the fourth part, the author puts forward his own suggestions and strategies in view of the problems existing in the local social security for the elderly: to develop the local economy of Xicun, to give play to the advantages of community pension, to improve the coverage area and security level of the new rural old-age insurance. To improve the incentive effect of government subsidies, to increase subsidies to poor areas, to improve the operational level of new rural insurance agencies, to raise the level of new rural cooperative medical care, and to increase the subsidy for medical expenses to severely ill farmers, We should strictly supervise designated medical institutions, strengthen the construction of grass-roots township health centers, raise the rate of return of the New Rural Cooperative Medical Fund, set up posts for rural social workers, better serve the elderly in rural areas, and continue to play the role of family old-age support. The fifth part, conclusion. Through the systematic research and analysis of the problems of social security for the elderly in rural areas in China, this paper tries to find ways and means to solve these problems in order to improve the level of social security for the elderly in rural areas of our country. We will promote the construction of new rural areas and promote the harmonious development of society.
