温州市龙湾区民办基础教育发展中的政府监管研究

【摘要】:改革开放至今,温州以其活跃的民营经济体和强大的民间资本力量蜚声海内外。“温州模式”自其产生以来,就受到了社会和专家的密切关注。温州民办基础教育就是在这样的土壤中孕育、壮大,它以多元化的经营主体、多样化的办学模式为主要特征,成功开辟出了另外一个教育版的“温州模式”。为进一步加快温州民办基础教育的改革和发展,2011年11月,温州市人民政府相继出台了一系列关于民办基础教育改革试点工作的综合性政策文件(简称“1+9”文件),主要内容涉及民办学校法入主体、财政保障、教师待遇、社会保障等各个方面。可以说1+9政策的出台,进一步加快了温州民办基础教育的发展步伐,温州民办教育进入了逐步成熟的新时期。然而随着温州民办基础教育改革的逐步深入,温州民办基础教育也逐步转向由追求数量和速度的粗放型发展向追求质量和效益的精细化发展阶段。这个全新的发展阶段,也带来了全新的问题和挑战:比如政策红利无法落实、产权归属难以界定、发展空间日趋缩小、投资回报仍不理想、公益性问题仍存争议,民办教育发展的中长期规划、规模要求、在义务教育阶段所占的比例等关键性问题仍不清晰,温州的民办基础教育投资主体和经营主体的相关权益并没有得到切实的尊重和保障。这些问题,已经成为横亘在温州民办基础教育事业发展上空的一抹阴云。在本文的写作中,笔者站在新公共管理和公共服务的理论基础上,以温州东部城区——龙湾区的民办基础教育改革发展实践为主要研究对象,首先从理论层面上论述民办基础教育改革发展的必要性和必然性,并着重探讨合理的政府监管行为在促进民办基础教育发展中的重要意义。其次,以龙湾区为例,科学分析温州民办基础教育发展历程和业已存在的一些问题,寻找破解温州市民办基础教育发展难题实现民办基础教育再发展的整体策略。最后,比较分析国内外民办基础教育发展比较成熟的区域的民办基础教育发展模式,提炼相关策略和手段,具体探讨龙湾区政府突破民办基础教育发展瓶颈所要采取和借鉴的具体措施。本文主张,龙湾区政府在破解当前民办教育发展难题,促进民办教育发展的过程中要着重扮演好“掌舵人”的角色,掌好船舵,充分依靠市场机制,建立健全政策体系,强化财政资金投入,完善资金资助形式,进一步优化“公办”和“民办”之间的资源配置,从而正确引导、合理规范民办教育的改革和发展方向。
[Abstract]:Since the reform and opening up, Wenzhou is famous at home and abroad for its active private economy and strong private capital. Wenzhou model has been paid close attention by society and experts since it came into being. Wenzhou private elementary education is nurtured and expanded in this kind of soil. It is characterized by diversified management subject and diversified mode of running a school, and has successfully opened up another version of "Wenzhou Model". In order to further accelerate the reform and development of private basic education in Wenzhou, in November 2011, The Wenzhou Municipal people's Government has successively issued a series of comprehensive policy documents on the pilot reform of private elementary education ("19" document), the main contents of which are related to the entry of private schools into the main body, the financial guarantee, and the treatment of teachers. Social security and other aspects. It can be said that the introduction of the 19 ~ (th) policy has further accelerated the pace of the development of Wenzhou's private basic education, and Wenzhou's private education has entered a new period of gradual maturity. However, with the gradual deepening of the reform of Wenzhou private elementary education, Wenzhou private elementary education has gradually shifted from the pursuit of quantity and speed of extensive development to the pursuit of quality and efficiency of the fine development stage. This new stage of development also brings new problems and challenges: for example, the policy dividend cannot be implemented, the ownership of property rights is difficult to define, the space for development is shrinking day by day, the return on investment is still not ideal, and the issue of public welfare is still controversial. The medium- and long-term plans for the development of private education, the requirements of the scale, the proportion in the compulsory education stage, and other key issues are still unclear. Wenzhou private basic education investment and management of the main body of the relevant rights and interests have not been effectively respected and guaranteed. These problems have become a cloud over the development of private elementary education in Wenzhou. In the writing of this paper, on the basis of the theory of new public management and public service, the author takes the reform and development practice of private elementary education in the eastern district of Wenzhou, Longwan District, as the main research object. Firstly, the necessity and inevitability of the reform and development of private elementary education are discussed theoretically, and the important significance of reasonable government supervision in promoting the development of private elementary education is discussed emphatically. Secondly, taking Longwan district as an example, this paper scientifically analyzes the development course and some existing problems of private elementary education in Wenzhou, and looks for the overall strategy to solve the problem of developing private elementary education in Wenzhou to realize the redevelopment of private basic education. Finally, it compares and analyzes the development mode of private basic education in the regions where the development of private basic education is relatively mature, and refines the relevant strategies and means. This paper discusses the concrete measures that the government of Longwan district should take to break through the bottleneck of the development of private elementary education. This paper argues that the Longwan District Government should, in the process of solving the current difficulties in the development of private education and promoting the development of private education, focus on playing the role of "steering man," taking the helm, fully relying on the market mechanism, and establishing a sound policy system. Strengthen the financial investment, perfect the form of fund support, further optimize the allocation of resources between "public" and "private", so as to correctly guide and rationally standardize the reform and development direction of private education.
