合作治理视角下中国慈善组织运行机制研究

【摘要】:中国近40年的改革开放推动经济发展的同时,也导致社会结构的迅速变化。我国社会保障体系远未完善,现阶段慈善事业发展缓慢与社会对慈善事业发展的急迫需求之间存在矛盾。这一矛盾的深层次原因在于,目前我国慈善组织运行以政府推动为主导力量,而政府作用的介入并未有效引导慈善组织运行发展。此外,慈善事业作为独立于政府和市场之外的“第三方力量”,兼具效率和社会公益性质,如何平衡市场和政府,从而同时提高慈善组织运行效率以及社会公益效应,这是未来中国慈善组织运行发展模式的核心准则。有鉴于此,本文提出,基于市场和政府平衡基础上,协调政府和民间组织,从而构建中国慈善组织发展的合作治理模式,这是中国慈善组织运行有效的发展方向。本文始终围绕慈善组织运行中的政府和市场力量对比来分析目前中国政府主导型慈善组织运行模式,并概况和介绍国际上最具代表性的三种慈善组织运行模式,提炼出深度市场化类型、市场政府合作类型、政府参与类型,分别对应美国、英国和我国香港的慈善组织运行模式。以此为基础,本文深入分析发现,现阶段中国慈善组织运行为政府主导型模式,在这一运行模式中,政府越位、政府缺位、制度保障不足、公信力缺失四个问题是导致中国慈善组织运行障碍的成因所在。为有效解决目前中国政府主导型的慈善组织运行机制缺陷,本文提出引入并扩大市场力量在慈善组织运行中的作用,合理定位政府作用,构建多方位协调合作物资供给、系统绩效评估机制、多层次复合监管方式、合作人才培养机制四位一体的合作治理模式,同时,还从完善慈善事业法律框架和税收政策体系角度进一步构建成熟的合作治理模式。
[Abstract]:China's reform and opening up in the past 40 years has promoted economic development, but also led to rapid changes in social structure. China's social security system is far from perfect, and there is a contradiction between the slow development of charity and the urgent need of the society for the development of charity. The deep reason of this contradiction lies in the fact that at present, the operation of charity organizations in China is dominated by the government's promotion, but the intervention of the government's role has not effectively guided the development of the charity organizations' operation. In addition, as a "third party force" independent of the government and outside the market, philanthropy has both efficiency and social commonweal nature. How to balance the market and the government, so as to improve the operational efficiency of charitable organizations and the social public welfare effect at the same time. This is the core criterion of the future Chinese charity organization operation development model. In view of this, based on the balance between the market and the government, this paper proposes to coordinate the government and non-governmental organizations to construct a cooperative governance model for the development of Chinese charitable organizations, which is an effective direction for the development of Chinese charitable organizations. This paper has always analyzed the operation mode of Chinese government-led charity organization around the comparison of government and market forces in the operation of charity organizations, and introduced the three most representative charitable organization operation modes in the world. The types of deep marketization, market government cooperation and government participation correspond to the operation mode of charity organizations in the United States, Britain and Hong Kong, respectively. On the basis of this, this paper finds out that Chinese charitable organizations are running in a government-dominated mode at this stage. In this mode, the government is offside, the government is absent, and the system is inadequate. The four problems of lacking credibility are the causes of the obstacles to the operation of Chinese charitable organizations. In order to effectively solve the defects of the running mechanism of China's government-led charitable organizations, this paper proposes to introduce and expand the role of market forces in the operation of charitable organizations, to rationally position the role of the government, and to construct a multi-directional coordinated and cooperative supply of goods and materials. The system performance evaluation mechanism, the multi-level compound supervision way, the cooperation talented person training mechanism four in one cooperation governance pattern, at the same time, From the perspective of perfecting the legal framework and tax policy system of philanthropy, we further build a mature cooperative governance model.
