新一轮裁军背景下军转干部安置工作改进研究

【摘要】:军队转业干部安置工作,看似涉及军人个体的问题,究其实质则是事关军队、社会和国家稳定的重大问题,我国政府一直以来就高度关注转业干部的安置问题。从20世纪初,我国就针对军队转业干部安置进行过专项立法,但是在当前新一轮裁军的背景下,传统做法模式已经无法满足社会发展现状和军队结构性调整的现实需求,急需改进现有安置工作。本文采取文献研究法、对比分析法、问卷调查法等,利用公共政策理论对转业干部安置困境进行深层次剖析,揭示"政府失灵"现象的表现及成因,梳理新一轮裁军背景下军队转业干部安置面临的新情况、新问题,充分借鉴外军在军队转业干部安置上的先进做法经验,立足于国情、军情的客观实际,综合考虑今后一个时期国家和军队的发展方向,研究提出优化调整现有安置工作的对策建议:一是进一步增强对军转安置工作重要性的认识,二是进一步创新军转安置模式,三是进一步制定完善军转安置工作配套法规,四是进一步完善社会保障体系,五是进一步拓宽军转干部职业技能培训渠道。
[Abstract]:The resettlement of demobilized military cadres seems to involve the individual military personnel, but in essence it is a major issue of military, social and national stability. Our government has been paying close attention to the resettlement of demobilized cadres for a long time. Since the beginning of the 20th century, our country has made special legislation for the resettlement of demobilized military cadres. However, under the background of the new round of disarmament, the traditional mode of practice has been unable to meet the actual needs of social development and the structural adjustment of the army. There is an urgent need to improve the existing resettlement work. This article adopts the literature research method, the contrast analysis method, the questionnaire survey method and so on, uses the public policy theory to carry on the deep level analysis to the employment cadre resettlement difficult position, reveals "the government fails" the phenomenon performance and the cause of formation. Combing the new situation and problems facing the resettlement of demobilized military cadres in the new round of disarmament, fully drawing lessons from the advanced experience of foreign troops in the resettlement of demobilized military cadres, based on the national conditions and the objective reality of military intelligence. Considering comprehensively the development direction of the state and the army in the coming period, the paper puts forward the countermeasures and suggestions for optimizing and adjusting the existing resettlement work: first, to further enhance the understanding of the importance of the resettlement work of the military transition; second, to further innovate the mode of the military transfer resettlement, Third, it is necessary to further formulate and improve the supporting laws and regulations for the resettlement of military officers, fourth, to further improve the social security system, and fifth, to further broaden the channels of vocational skills training for military transfer cadres.
