支持业务流程管理的东营市人社局养老保险支付系统的设计与开发

【摘要】：“十二五”阶段是我国全面建设小康社会的重要时期,同样也是人力资源与社会保障建设的重要阶段。随着人力资源与社会保障制度体系的不断完善,人力资源与社会保障信息化建设的任务也越来越受到重视。由于历史传承和机构改革的原因,传统的人社业务都自成体系。随着公众对人社服务需求的增长以及政府由管理型向服务型职能的转变,在服务对象和工作量成几何级数增长的背景下,各自为政的服务方式存在着如职能被分割、不同层级政府之间缺乏相互协调、部门之间缺乏协同、服务效率低下、职能和机构重复、公共服务需求得不到满足等问题。支持业务流程管理的东营市养老保险支付系统就是按照十八届三种全会对转变职能及发展社会保障制度的要求,遵循金保工程建设规范,结合东营市人力资源和社会保障基本公共服务机制一体化建设试点要求,按照决策权、执行权、监督权既要相互制约又要相互协调的管理服务理念,紧紧围绕着职能转变和理顺职责关系,进一步优化机构设置,创新服务方式,规范服务流程,建设与业务同步对齐的养老保险支付系统,最终实现基本公共服务工作机制的全面一体,为广大人民群众提供公开、公正、公平、高效、便捷的社会保障基本公共服务。支持业务流程驱动管理的养老保险支付系统采用Activiti、BPMN等业务流程驱动相关技术,实现了系统基于流程驱动的智能化服务、前后台分工协作、经办资源市域一体化、业务档案一体化等系统特色,实现了养老保险支付相关业务的标准化、规范化、智能化办理。本文通过分析社会保障经办业务的现状以及养老保险信息系统的基础情况,描述人社业务现有的问题,介绍了业务梳理的相关背景及内容,并通过对梳理出的业务流程进行分析,获取具体的业务需求。在业务需求分析的基础上,文章给出了职工养老保险支付系统的设计实现过程。系统通过使用Activiti作为流程驱动引擎,使用BPMN与DPMN作为流程驱动描述语言,结合具体业务需求以及工单、账务的理念,给出了系统的总体技术架构设计和系统功能架构设计,然后根据需求分析及系统架构设计使用UML对系统进行建模,给出系统的类图、时序图和状态图,并依据业务流程实际抽取出业务实体及关系,给出数据库概念设计,由数据库概念设计抽取出系统的数据库表结构。最后在详细设计的基础上,给出了系统的账务和工单的实现过程。通过支持业务流程管理的养老保险支付系统的设计与开发,实现了人社业务标准化管理以及基于流程驱动的智能主动人社服务,实现了信息人社、智慧社保的构建。
[Abstract]:The 12th Five-Year Plan is an important period for building a well-off society in an all-round way, as well as an important stage for the construction of human resources and social security. With the continuous improvement of the system of human resources and social security, the task of information construction of human resources and social security has been paid more and more attention. As a result of historical inheritance and institutional reform, the traditional human society business system. With the increase of the public demand for the service of the society and the transformation of the government from the management type to the service type function, under the background of the geometric growth of the service object and the workload, there exists the separate service mode such as the separation of the functions. There is a lack of coordination among different levels of government, lack of coordination among departments, inefficiency of service, duplication of functions and institutions, unsatisfied demand for public services and so on. The Dongying old-age insurance payment system, which supports business process management, is in accordance with the requirements of the third Plenary session of the 18th CPC National Congress for the transformation of functions and the development of the social security system, in accordance with the construction standards of the gold and insurance projects. In combination with the pilot requirements for the integration of human resources and social security basic public service mechanisms in Dongying City, in accordance with the decision-making, executive and supervisory powers, the concept of management and service should be restricted and coordinated with each other. Closely surrounding the functional transformation and straightening out the relationship between duties and responsibilities, further optimizing institutional settings, innovating service methods, standardizing service processes, and building an old-age insurance payment system aligned with business. Finally, the basic public service working mechanism is realized in an all-round way, providing the masses with open, fair, efficient and convenient social security basic public service. The old-age insurance payment system, which supports business process driven management, adopts Activiti,BPMN and other business process driven technologies to realize the intelligent service based on process driving, the division of labor and cooperation between the front and the background, the integration of resources and local areas. Integration of business files and other system features, the implementation of pension insurance payment related business standardization, intelligent processing. Based on the analysis of the current situation of social security business and the basic situation of pension insurance information system, this paper describes the existing problems of social security business, and introduces the relevant background and content of the business combing. And through the analysis of the combed out business process to obtain the specific business requirements. On the basis of business requirement analysis, this paper gives the design and realization process of employee pension insurance payment system. By using Activiti as the process driven engine and BPMN and DPMN as the process-driven description language, combined with the specific business requirements and the concepts of work orders and accounts, the overall technical architecture design and the system functional architecture design of the system are presented. Then, according to the requirement analysis and system architecture design, the system is modeled with UML, and the class diagram, timing diagram and state diagram of the system are given, and the business entities and relationships are extracted according to the business process, and the conceptual design of the database is given. The database table structure of the system is extracted from the conceptual design of the database. Finally, on the basis of the detailed design, the realization process of the system's account and work order is given. Through the design and development of the old-age insurance payment system which supports business process management, the standardized management of human society business and the intelligent active human society service based on process drive are realized, and the construction of information society and intelligent social security is realized.
