建立和完善吉林省农村社会保障制度研究

【摘要】：农村社会保障制度是国家社会保障制度的重要组成部分,我国大部分人口生活在农村,长期以来,由于政府的财政投入不足、农民的筹资能力弱和城乡二元结构等一些原因,使得农民没有得到应有的保障。因此,建立完善的农村社会保障体系,完善农村社会保障制度迫在眉睫。吉林省作为一个典型的农业大省,农民的社会保障问题是全省现代化进程中不可忽视的问题。党中央、国务院提出到2020年建立覆盖城乡社会保障体系的战略目标,但吉林省原有的农村社会保障制度已经越来越不能满足吉林省农村社会保障的需求,无法实现这一战略目标。针对当前吉林省的实际情况,分析农村社会保障制度存在的问题,找出问题的原因所在,并制定解决问题的方法和对策,改善农村社会保障条件,提高农村社会保障的质量,使农村人老有所养、病有所医、老有所终,是我们目前面对的重要课题。本文以马克思的社会保障理论,列宁的国家责任主体理论等马克思主义哲学的相关理论和社会学的相关理论为基础,通过文献查阅,比较分析等方法对农村社会保障问题进行了研究,力求摸索出一个适合吉林省农村实际情况的社会保障体系。本文分为六个部分。第一部分,阐明了问题的来源及意义、评价了国内外研究现状。第二部分,主要阐述了本文研究所运用的相关概念以及理论依据。本文主要对农村社会保障概念进行了界定,明确该概念在本文中运用的涵义。深刻分析了马克思的社会保障理论,列宁的国家责任主体论,西方的社会主义思想以及科学发展观理论,从而为本文的撰写提供理论依据。第三部分,主要阐述完善农村社会保障的紧迫性和必要性。从构建社会主义和谐社会的必然要求、坚持“以人为本”,落实科学发展观的必然要求和统筹城乡发展、消除城乡二元结构的现实选择这三个方面来阐述完善农村社会保障的重要性。第四部分,首先指出了我省目前农村社会保障中存在的问题,主要包括：农村社会保障水平低,难以承担保障的重任；农村社会保障制度不完善,不能解决基本的社会保障问题;社会救助项目不明确,水平低,缺乏资金来源；农村社会保障覆盖面窄,城乡分配不均；其次通过对以上问题进行分析,找出目前影响我省农村社会保障的原因主要是城乡二元结构,政策法律的不完善以及传统观念的负面影响。第五部分,分析并借鉴了国外农村社会保障的先进经验,得出了建立农村社会保障制度的时机已成熟,改革农村社会保险资金的筹集渠道,城乡社会保障制度的有机衔接等对我省建立农村社会保障制度有重要的启示。第六部分,在对以上五个部分的分析阐述的基础上,指出建立吉林省农村社会保障体系的思路对策。加强农村社会保障资金的筹措,完善农村社会保障制度的主要项目,建立多元化的农村社会保障体系以及完善农村社会保障机构的组织制度,逐步建立起适合吉林省农村发展的社会保障体系。
[Abstract]:The rural social security system is an important part of the national social security system. Most of the population in our country lives in the rural areas. For a long time, due to the insufficient financial input of the government, the weak ability of farmers to raise funds and the dual structure of urban and rural areas, the peasants have not been guaranteed. System, perfect rural social security system is imminent.
As a typical agricultural province, the social security problem of farmers in Jilin Province can not be ignored in the process of modernization. The Party Central Committee and the State Council put forward the strategic goal of establishing a social security system covering urban and rural areas by 2020, but the original rural social security system in Jilin Province has been increasingly unable to meet the rural society of Jilin Province. Aiming at the actual situation of Jilin Province, this paper analyzes the problems existing in the rural social security system, finds out the causes of the problems, and formulates the methods and Countermeasures to solve the problems, improves the conditions of rural social security, improves the quality of rural social security, and makes the rural people get old and sick. It is an important issue that we are facing at present.
Based on Marx's social security theory, Lenin's theory of the subject of state responsibility and other relevant theories of Marxist philosophy and sociology, through literature review, comparative analysis and other methods to study the problem of rural social security, and strive to find out a social security suitable for the actual situation of rural Jilin Province. A barrier system.
This article is divided into six parts.
The first part clarifies the source and significance of the problem and evaluates the research status at home and abroad.
The second part mainly elaborates the relevant concepts and theoretical basis of this study. This paper mainly defines the concept of rural social security, and clarifies the meaning of the concept used in this paper. The theory of development provides a theoretical basis for the writing of this article.
The third part mainly elaborates the urgency and necessity of perfecting rural social security.It expounds the importance of perfecting rural social security from the following three aspects: the inevitable requirement of building a socialist harmonious society, the insistence on "people first", the inevitable requirement of implementing the scientific concept of development and the realistic choice of balancing urban and rural development and eliminating the dual structure of urban and rural areas. It's sex.
The fourth part, first pointed out the existing problems in rural social security in our province, mainly including: the low level of rural social security, it is difficult to bear the burden of security; rural social security system is not perfect, can not solve the basic social security problems; social assistance projects are not clear, low level, lack of funding; rural social security The barrier coverage is narrow, and the distribution between urban and rural areas is uneven. Secondly, through the analysis of the above problems, it is found that the main reasons affecting the rural social security in our province are the dual structure of urban and rural areas, imperfect policies and laws, and the negative impact of traditional concepts.
The fifth part analyzes and draws lessons from the advanced experience of the foreign rural social security system, and concludes that the time is ripe for establishing the rural social security system, reforming the financing channels of rural social insurance, and linking up the urban and rural social security systems have important enlightenment for our province to establish the rural social security system.
The sixth part, on the basis of the analysis and elaboration of the above five parts, points out the ideas and Countermeasures of establishing the rural social security system in Jilin Province, strengthens the financing of rural social security funds, improves the main items of the rural social security system, establishes the diversified rural social security system and improves the organization of rural social security institutions. System, and gradually establish a social security system suitable for rural development in Jilin province.
