陕西省残疾人津贴制度的现状及对策研究

【摘要】：残疾人由于全部或部分丧失从事正常活动的能力,与普通人相比,残疾人存在身体机能、社会能力障碍,导致残疾人群在社会中的整体弱势。在我们国家,党和政府非常重视发展残疾人事业,制定了一系列的优惠政策和措施,取得了很大的进步。但与发达国家相比,我国残疾人社会保障还没有形成完整的体系,保障水平较低、措施单一,尤其是随着国家、社会的发展,对生活困难、需要护理的贫困残疾人,如果放任不管,其家庭收入与社会平均收入的差距将进一步加大,其生存状况令人堪忧。本文对马斯洛的需求理论、罗尔斯的正义论、福利多元主义理论、纳克斯的贫困恶性循环理论进行理论分析；对第二代残疾人证管理系统、陕西省残疾人状况及小康进程监测的有关数据进行现状分析；结合残疾人权益保障法及中央文件的政策分析,为陕西省残疾人津贴制度的建立提供依据。通过对陕西省残疾人津贴制度实施中存在问题及原因进行梳理,借鉴省外和国外已实施残疾人津贴制度的经验总结,对陕西省残疾人津贴制度(贫困残疾人生活补贴和重度残疾人护理补贴)的完善提出政策建议,提出建立健全法律法规、多渠道筹集资金、制定有效执行的标准、加强宣传力度和统一执行者的思想、形成国家、社会、家庭共同承担的格局,并通过提出政策评估方案为更好地完善残疾人津贴制度提供方案参考。希望通过以上的研究来更好的完善陕西省残疾人津贴制度,最大限度地发挥该制度为残疾人办实事的功效。
[Abstract]:Due to the total or partial loss of the disabled's ability to engage in normal activities, compared with the ordinary people, the disabled have physical and social disability, resulting in the disabled people in the society as a whole vulnerable. In our country, the Party and the government attach great importance to the development of the cause of disabled people, formulated a series of preferential policies and measures, and made great progress. However, compared with the developed countries, the social security system for the disabled in China has not yet formed a complete system, the level of protection is relatively low, and the measures are single, especially with the development of the country and society, the poor disabled people who need to be cared for because of their difficult life. If left unchecked, the gap between family income and the average income of the society will further widen, and their living conditions are worrying. This paper makes a theoretical analysis of Maslow's demand theory, Rawls' justice theory, welfare pluralism theory and Naxter's theory of vicious circle of poverty. The second generation of disability card management system, the status of the disabled in Shaanxi Province and the process of monitoring the status of the data analysis of the status quo; Based on the policy analysis of the law on the protection of the rights and interests of the disabled and the central document, this paper provides the basis for the establishment of the disability allowance system in Shaanxi Province. Through combing the existing problems and reasons in the implementation of disability allowance system in Shaanxi Province, and drawing lessons from the experience of the disabled allowance system already implemented in other provinces and abroad, To improve the disability allowance system of Shaanxi Province (living allowance for poor persons with disabilities and nursing allowance for severely disabled persons), put forward policy recommendations, establish and improve laws and regulations, raise funds through multiple channels, and formulate standards for effective implementation. Strengthening propaganda and unifying the ideas of the executors, forming a pattern of shared responsibility among the country, society and family, and providing a reference for the better improvement of the disability allowance system by proposing a policy evaluation program. It is hoped that the above research will improve the disability allowance system in Shaanxi Province and give full play to the effectiveness of this system for the disabled.
