青岛社会保障IC卡一卡通信息系统项目内外包协同管理模式研究

【摘要】：政府投资项目是事关国计民生的重要项目,对于社会进步和人民生活水平的提升都具有重要的影响。我国自改革开放以来,随着经济社会的不断发展,政府投资项目越来越多,尤其是政府职能转变诉求提出以后,政府投资的信息化建设项目越来越多地受到社会的广泛关注。如何采取更为有效的项目管理模式来提高政府投资项目建设效率和质量,已经成为国内很多专家学者的研究重点。论文在学习现有信息系统项目管理的基础上,通过运用文献研究法、对比分析法、系统归纳法、实地调研法、案例研究法等方法,研究分析了国内外社会保障卡信息系统项目现状和青岛社会保障IC卡一卡通信息系统项目建设管理的现状。针对青岛社会保障IC卡一卡通信息系统项目存在的重点和难点问题(如：社会保障IC卡一卡通经办服务方式的选择问题,社会保障IC卡一卡通交易系统运行不畅的问题,社会保障IC卡医保结算系统与医疗机构HIS系统的连接问题,社会保障IC卡卡片生产流程的管理问题,社会保障IC卡一卡通信息系统建设资金的筹集使用问题等)进行了深入分析,提出了青岛社会保障IC卡一卡通信息系统项目建设内外包协同管理的构想。青岛社会保障IC卡一卡通信息系统项目建设内外包协同管理是一种既能有效整合社会资源,又能保证政府在项目管理中充分发挥主体作用,对项目实现有效监督和管控的管理模式。论文内外包协同管理构建的核心内容有三部分,一是政府各部门依照各自职责通过分工协作,在“一体化”平台的基础上,充分利用各部门现有的资源,对各自现有的应用管理系统进行升级改造,利用内包的形式共同做好社会保障IC卡一卡通信息系统建设和应用工作。二是充分利用现有的社会资源和专业队伍,将部分新建项目外包给专业化公司承建,既可降低社会保障IC卡一卡通信息系统建设的成本,又可以减少财政投资和缩短建设工期,提高建设质量和水平。三是以核心平台三版为基础,采用WebService和J2EE等技术应用,搭建内外包协同平台,实现社会保障IC卡一卡通信息系统项目内包与外包的协同管理。论文将内外包协同管理模式运用到了青岛社会保障IC卡一卡通信息系统项目当中,设计了青岛社会保障IC卡一卡通信息系统项目内外包协同管理模式的运用架构、软件集成、数据交换平台和综合服务平台。按照统一、高效、集约、规范的项目管理要求,通过统筹规划,资源整合,协同推进,最大限度的发挥各个开发单位和应用部门的优势,实现人力资源社会保障部门与卫生部门、民政部门、公积金管理部门,以及合作银行、卡供应商、12333、12345等单位的协调联动。论文将内外包协同管理的思想融入到政府投资项目管理中,实现项目管理中的资源优化配置、价值整合和价值创造,为解决政府投资项目管理的困境提出了一个新的思路,丰富了新时代下项目管理的理论基础。随着信息技术的不断发展,信息交换的日益频繁,信息资源的不断整合,内外包协同管理模式在政府信息化项目中必将会得到越来越多的重视和应用。
[Abstract]:The government investment project is an important project concerning the people's livelihood, and has an important influence on the social progress and the improvement of the people's living standard. Since the reform and opening-up of our country, with the development of the economy and society, more and more government investment projects, especially after the transformation of the government function, the information-based construction project of government investment is more and more widely concerned by the society. The present situation of the information system of social security card at home and abroad and the current situation of the construction and management of the ICIC card information system in Qingdao are analyzed and analyzed. In view of the key and difficult problems existing in the information system project of the ICCard-one-card information system in Qingdao, such as the problem of the choice of the service mode of the card-card handling service of the social security ICcard, the problem of the non-smooth operation of the IC card-card transaction system of the social security card, The connection between the social security ICcard medical insurance settlement system and the HIS system of the medical institution, the management of the production process of the IC card card of the social security card, the problem of the collection and use of the construction funds of the IC card and the card information system of the social security card, etc.) are analyzed in depth. The paper puts forward the conception of the cooperation management of the project of Qingdao social security ICcard one-card information system project.
