湖北省农村互助养老模式研究

【摘要】：现如今我国老年人口迅速增长,已经进入了老年化社会,也面临着沉重的养老负担,养老需求已成为我国社会的又一大主要需求。随着社会经济的快速发展,务农收入的减少,农村人口生活压力增大,越来越多的农村青壮年人口倾向于外出务工以更好地满足生活需求,这样就难以照顾老人,对我国长期以来推行的农村家庭养老就面临严峻的形式。同时现阶段国家的养老服务对象基本上只针对城市,对农村养老支撑力度不够,使得农村老年人口难以享受到与城市同等的养老优惠待遇。这些都让我国的农村养老问题更加突出,迫切需要制定一个切实可行的养老模式来解决当前的养老问题。完全依靠政府养老不仅压力大并且收效甚微,城乡之间的养老服务差距愈拉愈大,农村养老境况也未得到实质性的缓解,仅仅依靠家庭养老或者农村养老院养老是无法迎合当今老年人养老需求。本文的研究视角为非政府组织参与社会养老服务,着重论述了非政府组织怎样参与到养老服务,并且如何调动政府组织与非政府组织如何更加紧密联系,以积极建立新型的互助养老模式。本文以社会保障理论、养老模式理论、社会嵌入理论等理论为指导,选取湖北省枝江市为研究样本,分析影响农村互助养老的因素,找出目前农村互助养老模式存在需要完善之处,并立足我国农村养老实际情况,吸取并借鉴国外关于互助养老实践中的成功经验,对于目前我国农村互助养老模式面临的困境,提出可以通过加强政府的主导地位、转变传统的养老观念、吸引多元主体参与、加强基础设施加深、加强养老服务等举措来完善农村互助养老模式,以期为我国农村建立最终理想的养老模式提供理论依据和政策参考。
[Abstract]:Nowadays, the elderly population of our country grows rapidly, has already entered the aging society, also faces the heavy old-age burden, the old-age demand has become another major demand of the society of our country. With the rapid development of the social economy, the reduction of income from farming, the increasing pressure on the rural population to live, more and more young and adult rural people tend to go out to work in order to better meet the needs of their lives, so it is difficult to take care of the elderly. To our country for a long time the implementation of the rural family pension is faced with a grim form. At the same time, at the present stage, the old-age people in rural areas can not enjoy the same preferential treatment as the city because of the basic target of the old-age service in the country, which is not enough to support the rural old-age. All these make our country's rural pension problem more prominent, it is urgent to formulate a feasible old-age model to solve the current old-age problem. Relying entirely on the government to provide for the elderly is not only stressful and has little effect, the gap between urban and rural pension services is widening, and the situation of the elderly in rural areas has not been substantially alleviated. It is impossible to meet the needs of the elderly today by relying solely on the family or the rural nursing home. This paper focuses on how non-governmental organizations participate in pension services and how to mobilize governmental organizations and non-governmental organizations to connect more closely with social pension services from the perspective of non-governmental organizations' participation in social old-age services. In order to actively establish a new model of mutual support for the elderly. Under the guidance of the social security theory, the old-age model theory, the social embedding theory and so on, this paper chooses Zhijiang City in Hubei Province as the research sample, and analyzes the factors that affect the rural mutual support for the aged. Find out what needs to be perfected at present, and based on the actual situation of rural old-age support in our country, absorb and draw lessons from the successful experience of foreign countries on the practice of mutual support for the aged, and face the dilemma of the current model of mutual support in rural areas of our country. It is pointed out that the mode of mutual support in rural areas can be improved by strengthening the leading position of the government, changing the traditional old-age concept, attracting the participation of multiple subjects, strengthening the deepening of infrastructure, and strengthening the old-age service, and so on. In order to provide theoretical basis and policy reference for the establishment of the ultimate ideal old-age model in rural areas of China.
