电子行业职业技能鉴定管理体制问题的思考

【摘要】:20世纪九十年代以来,随着社会不断发展,为适应市场经济体系的需要,我国电子信息化、科技化、现代化的不断发展,高技能人才在各行业领域的迫切需要,为满足这种需要,国家结合时代发展与变化对各行业的人才培养体制进行了改革与完善。1993年,《中共中央关于建立社会主义市场经济体制若干问题的决定》,明确指出要在我国实行学历文凭和职业资格两种证书制度。随后原劳动部和人事部(现人力资源和社会保障部)还联合颁布了《职业资格证书规定》,对推行国家职业资格证书制度作出了整体部署。《职业技能鉴定制度》是由《工人考核条例》演变而生,为各行业培养合格的技术人才,职业资格证书制度由原来的工人八级演变为初级、中级、高级、技师、高级技师五个级别,对劳动者理论和实际操作水平进行综合性考核,达到企业用人标准并实行准入制度。职业技能鉴定发展至今已经20余年,为我国市场经济发展成功输送了几千万人才,但在成功背后的问题也是存在的,特别是与社会、经济迅速发展的适应性之间的磨合问题,对工作细节的严格程度问题等,这需要职业技能鉴定各行业的管理人员不断思考和探索,对职业技能鉴定体制中现有问题和潜在问题进行甄别与评估,达到对职业技能鉴定体制优化的作用,起到积极性的意义。本研究选择电子行业职业技能鉴定管理体制为研究对象,对行业内部的管理体制问题进行思考、探索、分析问题并给出相应的对策。之所以选择电子行业其目的性在于各行各业的工作都离不开电子信息化,计算机的应用普遍存在。另外对电子行业更高端产业的人才培养也是行业内部的责任,不仅仅为行业内部输送人才,也是我国市场经济发展的技术保障,电子信息化的发展与进步代表着社会信息化水平,综合国力的具体体现,对各行业的发展起到重大意义。同时对行业内部体制管理的重新审视,也适应时代发展的要求和紧跟国际发展的脚步;针对电子行业的社会化管理体制、技术管理体系、质量管理体系的问题进行分析,以及围绕电子行业职业技能鉴定指导中心的职能管理、在管理的执行力以及监管机制等问题展开分析并给予解决对策,使电子行业的发展更加适应时代以及国家政策的要求,对行业内相关制度和流程重新审视和完善具有理论意义。电子行业发展近20年来,为社会输出人才100多万人,形成了人才培养体系,在全国建立了50家职业技能一级鉴定站,共培养考评员4000多名,督导员300多名,开展52个职业的职业技能鉴定工作,至今开发职业标准30个,以及完成了1000个工种题库的建设,形成了一定的规模和管理体制,主要针对职业院校和部分IT企业开展电子行业职业技能鉴定。随着不断发展,体制内的问题逐渐显露,对行业内部管理体制中存在的问题或潜在的问题进行分析、思考并解决才能进一步强化行业间的竞争力,才能为人才培养提供基本保障。对于电子行业职业技能鉴定指导中心来说如何发挥自身的职能领导和管理下属机构,如何对中央政策的正确解读与实施,职业技能鉴定管理体制所产生的问题会如何制约电子行业发展等问题都是值得思考和研究的,其最终目的就是为了保障合格的高技能人才走向社会为我国经济做贡献。因此另外选择职业技能鉴定管理体制为题的另一个目的是近几年国务院大力整合职业技能鉴定项目,大批职业被取消或整合,那么对于电子行业来说如何适应社会的进步和国家发展,适应市场经济的需要,这又是一个新的课题。既要完成国家要求的培养人才的任务,又要对其自身的体制问题进行优化,才能符合社会要求。我国的电子信息化发展速度迅猛,科技化和信息化逐渐进入到了各行各业,对电子行业高技能人才的需求也大大增加。通过对鉴定工作的具体实施过程进行研究,从社会化管理体制、行政管理、技术指导、实施机构工作,具体鉴定工作管理领域等方面进行研究与分析,找出每个方面存在或潜在的问题,分析产生的原因并找出解决对策,同时与国外职业技能鉴定体制管理进行对比,找出可借鉴的方面并加以分析。最终达到通过本研究能够令电子行业的体制管理更加适应国家政策和社会发展,更加适合培养高技能人才的目的。
[Abstract]:Since the 1990 's, with the development of the society, in order to meet the needs of the market economy system, China's electronic information, science and technology, the continuous development of the modernization, the urgent need of the high-skilled talents in the field of each industry, in order to meet this need, In 1993, the decision of the CPC Central Committee on the establishment of a number of problems in the economic system of the socialist market made it clear that two kinds of certificate systems should be applied in China. The Ministry of Labour and the Ministry of Human Resources (now the Ministry of Human Resources and Social Security), together with the Ministry of Human Resources and Social Security, also jointly promulgated the Occupational Qualification Certificate, which has been deployed as a whole to the implementation of the National Professional Qualification Certificate system. "The professional skill identification system" is born from the evolution of the "worker assessment regulations", and provides qualified technical personnel for each industry. The professional qualification certificate system changes from the original worker level 8 to the five levels of the primary, intermediate, senior, technical and senior technicians. Carry out comprehensive assessment on the labor theory and actual operation level, and reach the enterprise employment standard and implement the access system. The development of professional skill identification has been more than 20 years and has successfully delivered tens of millions of talents for the development of the market economy in our country, but the problems behind the success are also the problems of running-in between the adaptability of the society and the economy and the strict degree of the work detail, etc., This requires the management of professional skills to identify and explore the existing problems and potential problems in the professional skill identification system, to achieve the function of the optimization of the professional skill identification system, and to make a positive sense. The purpose of this study is to select the management system of the professional skill of the electronic industry as the research object, to think about the management system in the industry, to explore and analyze the problems and to give the corresponding countermeasures. The purpose of the choice of the electronic industry is that the work of all walks of life can not be separated from the electronic information, and the application of the computer is common. In addition, the talent training of the higher-end industry in the electronic industry is also the responsibility of the industry, not only for the transport of personnel in the industry, but also the technical guarantee of the development of the market economy of our country. The development and progress of the electronic information represent the social informatization level and the comprehensive national strength. It is of great significance to the development of each industry. At the same time, the re-examination of the management of the internal system of the industry also adapts to the requirements of the times and the footsteps of the international development, and analyses the problems of the socialized management system, the technical management system and the quality management system of the electronic industry. as well as the function management around the professional skill identification and guidance center of the electronic industry, the problems of the executive power of the management and the supervision mechanism and the like are analyzed and the solution is solved, so that the development of the electronic industry is more suitable for the times and the requirements of the national policy, It is of theory significance to re-examine and improve the related system and process in the industry. In that past 20 year of the development of the electronic industry, more than 1 million people have been output for the social output, and the personnel training system has been formed. Up to now,30 occupational standards have been developed, and the construction of the question bank of 1000 types of work has been completed, and a certain scale and management system has been formed, mainly for vocational colleges and some of the IT enterprises to carry out the professional skill identification of the electronic industry. With the development of the system, the problems in the system are gradually exposed, and the problems or potential problems existing in the industry's internal management system are analyzed, thought and solved to further strengthen the competitiveness of the industry in order to provide the basic guarantee for the personnel training. How to give full play to the role leadership and management of the subordinate organizations in the guidance center of the professional skill identification and guidance center of the electronic industry, and how to interpret and implement the central policy correctly, It is worth to think and study how to restrict the development of the electronic industry, and the ultimate aim is to guarantee the qualified high-skilled talents to the society to make a contribution to our country's economy. Therefore, another purpose of the problem is to choose the management system of the professional skill identification. In recent years, the State Council has made great efforts to identify the vocational skills, and the large number of occupations have been cancelled or integrated, so how to adapt to the progress of the society and the development of the state in the electronic industry, and to meet the needs of the market economy, This is a new subject. It is not only to complete the task of the country's requirements, but also to optimize its own institutional problems in order to meet the social requirements. The development of electronic information in China is rapid, and the technology and information have gradually entered the various industries, and the demand for high-skilled talents in the electronic industry has also increased greatly. Through the research on the specific implementation process of the appraisal work, the research and analysis are carried out from the aspects of the socialization management system, the administration management, the technical guidance, the implementation of the organization work, the specific identification work management field and the like, and the problems or potential problems in each aspect are found out, The causes of the analysis are analyzed and the countermeasures are found out. Meanwhile, the paper makes a comparison with the management of the foreign professional skill identification system, and finds out the lessons that can be used for reference and analysis. The final achievement can make the system management of the electronic industry more suitable for the national policy and the social development, and is more suitable for cultivating the high-skilled talents.
