农民工基本养老保险关系衔接策略研究

【摘要】：在改革开放的深入发展及城市化不断加快的进程中,农民工这一规模庞大的特殊群体,为支撑我国经济发展和城市化建设做出了重大贡献。但是,由于农民工普遍存在文化素质偏低,缺乏职业技能且自我参保维权意识薄弱以及尚未在全国实现统一城乡户口等的现实因素,使得农民工就业仍处在劣势。尤其是伴随人口老龄化的危机,我国呈现"未富先老"的趋势,如何保障农民工基本养老保险关系有效衔接的问题再次受到高度关注。从20世纪90年代开始,我国针对农民工基本养老保险关系衔接问题就进行了不断探索,但并未得到彻底解决。2014年7月,我国施行了《城乡养老保险制度衔接暂行办法》,实际效果尚未可知。本文通过问卷调查的方式,对当前农民工基本养老保险关系衔接的发展状况及《城乡养老保险制度衔接暂行办法》实施的初步效果进行了抽样调查,并根据调查结论分析指出我国农民工基本养老保险关系衔接困难的根本原因在于转移接续办法本身不完善,出台的衔接政策有失公平,在此基础上,借鉴美欧社会养老保险关系衔接政策和制度安排,指出解决的根本对策为完善制度安排、确保衔接政策的公平,并分别从政府层面提出了划分中央与地方政府及各地方政府间的职责、强化全国养老保险信息管理系统、补充养老保险经办机构服务的供给等措施;从企业层面,提出了遵守为农民工缴纳保费的法规、加强企业以人为本的管理理念的对策;从农民工层面,提出了增强农民工自我维权的意识、加强教育和技能的培训等措施。
[Abstract]:In the process of in-depth development of reform and opening up and accelerated urbanization, migrant workers, a large special group, have made great contributions to supporting the economic development and urbanization construction of our country. However, due to the low cultural quality of migrant workers, the lack of vocational skills and the weak awareness of self-protection rights, as well as the lack of unified urban and rural hukou in the whole country, the employment of migrant workers is still at a disadvantage. Especially with the crisis of aging population, our country presents the trend of "getting old before getting rich". How to ensure the effective connection of the basic old-age insurance relationship of migrant workers has been highly concerned again. Since the 1990s, China has been exploring the connection of the basic old-age insurance relationship of migrant workers, but it has not been completely solved. In July 2014, China implemented the interim measures for the connection of Urban and Rural Endowment Insurance system, the actual effect is not known. Through the way of questionnaire survey, this paper makes a sample investigation on the development of the connection of the basic old-age insurance relationship of migrant workers and the preliminary effect of the implementation of the interim measures for the connection of Urban and Rural Endowment Insurance system, and points out that the fundamental reason for the difficulty in the connection of the basic old-age insurance relationship of migrant workers in China lies in the imperfection of the transfer and succession measures themselves and the unfair connection policies issued on this basis. Drawing lessons from the policy and institutional arrangement of the relationship between the social endowment insurance in the United States and Europe, this paper points out that the fundamental countermeasures are to perfect the institutional arrangement and ensure the fairness of the policy, and puts forward some measures from the government level, such as dividing the responsibilities between the central and local governments, strengthening the national old-age insurance information management system, and replenishing the service supply of the old-age insurance agencies. From the enterprise level, this paper puts forward some countermeasures to abide by the laws and regulations of paying premiums for migrant workers and strengthen the people-oriented management concept of enterprises, and from the level of migrant workers, puts forward some measures, such as strengthening the awareness of migrant workers' self-protection, strengthening education and skills training, and so on.
