【摘要】：面对着老龄化趋势,城市老年人抚养问题己经成为我国未富先老社会经济背景下日益突显的问题。基于这一问题,国家老龄委根据世界卫生组织(WHO)提出的《全球老年友好城市建设指南》,在全国进行了老年友好城市试点工作,促进了城市向老年友好型的发展。本研究在这样的背景下,从老年人需求角度出发,深化老年友好城市内容,探讨老年友好养老模式。基于提出的问题,本研究从城市规划专业角度出发,结合老人学、持续照顾理论等理论,以“照顾单元”理念为研究主线索,运用文献回顾法、访谈法、实地调查法、项目实践法等方法,对满足老年人多层次、多样化需求的老年友好型社会规划策略进行分析和研究。论文以老年人的需求为出发点,深度研究了老年人的主体特征、需求特征以及基于需求对应的服务供给策略。探讨了针对老年友好城市这一目标需要建立的支撑体系,以及养老模式的研究和总结。本研究通过对“照顾单元”广义概念的研究,得出单个“照顾单元设施”的构成与设计方法。从一个“照顾单元”到多个“照顾单元”,通过有机组合形成“城市级-片区级-社区级”的多层级网络组合,最终解决城市由被动老化零星斑驳式养老空间形态到积极养老系统结构性空间形态转变的规划问题。将照顾单元分为机构式及社区式两种形式,并对这两种形式进行了规划设计探讨,对其内容界定、服务策略、空间规划进行比较深入的研究与实践。同时还对多层级养老服务体系进行规划策略研究。
[Abstract]:In the face of the trend of aging, the problem of raising the elderly in cities has become an increasingly prominent problem in the context of our country's old society and economy before becoming rich. Based on this problem. In accordance with the World Health Organization (WHO) "guidelines for the Construction of Geriatric friendly cities", the National Committee for the elderly has carried out a pilot project in the whole country. In this context, from the perspective of the needs of the elderly, deepen the content of the elderly friendly city, explore the old-age friendly pension model, based on the questions raised. From the perspective of urban planning, combining the theory of geriatrics and continuous care, this study takes the concept of "care unit" as the main clue, using literature review method, interview method, field investigation method. Project practice method and other methods, to meet the needs of the elderly multi-level, diversity of social planning strategies for the elderly friendly analysis and research. The paper based on the needs of the elderly as the starting point. The main features, demand characteristics and service supply strategies based on demand are studied in depth, and the supporting system for the goal of the elderly friendly city is discussed. As well as the research and summary of pension model. This study through the "care unit" of the broad concept of research. The composition and design method of a single "care unit facility" is obtained. From one "care unit" to more than one "care unit", a multi-level network combination of "city level, district level and community level" is formed through organic combination. Finally solve the problem of urban planning from passive aging sporadic mottled space form to active pension system structural spatial form transformation. Care unit can be divided into institutional and community type two forms. This paper also discusses the planning and design of these two forms, studies and practices the content definition, service strategy and spatial planning, and studies the planning strategy of the multi-level pension service system at the same time.
