【摘要】：随着人口老龄化社会的加快推进，以及中国经济社会转型升级，我国现行的社会保险制度面临着新的问题与压力。特别是，老年人在人口结构中的比重不断攀升，养老保险金支付危机加重。在这一现实背景下，延长退休年龄成为可选择的解决方案之一。关于是否延长退休年龄，一直以来都是学术界争论的焦点问题。退休年龄与养老保险制度、就业、宏观经济运行都有着密切的联系，，若不对政策实施或将出现的影响慎重考虑和评估，可能会不利于经济社会的平稳运行与发展。从国内外环境看，国内面临转型压力的同时，国际经济政治环境也颇复杂多变，特别是在国际经济增长速度缓慢的情况下，我国宏观经济运行受到较大程度的影响，经济增长速度趋缓，就业形势也较为严峻，如何平衡养老保险制度与就业的关系，便成了时下热议的焦点。假如不对现行退休年龄制度进行调整，那么养老保险支付风险就会加重；如果延长退休年龄，是否会对就业造成不利影响，以至于影响到社会的稳定，须慎重考虑。可见，不同于发达国家，我国对退休年龄的调整面临双重困境，需要紧密围绕经济社会发展实际，理顺不同群体的利益关系，探索适合我国的政策取向与制度安排。鉴于此，本研究从延长退休年龄与养老保险制度的关系着手，首先阐述了我国现行的退休年龄政策及养老保险制度发展现状和问题，在此基础上，从正反两个方面列举了延长退休年龄可能对养老保险制度产生的影响，并得出延长退休年龄势在必行的结论。同时，也在政策设计思路和实施举措方面给出了相应建议和思考。
[Abstract]:With the rapid development of the aging society and the economic and social transformation and upgrading of China, the current social insurance system in China is facing new problems and pressures, especially. The proportion of the elderly in the population structure is rising, and the pension payment crisis is aggravated. In this realistic background, extending the retirement age becomes one of the alternative solutions. On whether to extend the retirement age. Retirement age and pension insurance system, employment, macroeconomic operation are closely linked, if not the implementation of the policy or the impact will be carefully considered and assessed. May be unfavorable to the smooth operation and development of the economy and society. At the same time, the international economic and political environment is complex and changeable, especially in the case of the slow growth rate of the international economy. The macro-economic operation of our country is affected to a great extent, the economic growth rate is slowing down, the employment situation is also more severe, how to balance the relationship between the old-age insurance system and employment. It has become the focus of the current hot debate. If the current retirement age system is not adjusted, then the pension insurance will increase the risk of payment; If the retirement age is prolonged, whether it will have a negative impact on employment and even affect the stability of the society, we must consider carefully. Therefore, different from the developed countries, the adjustment of the retirement age in China is faced with double difficulties. It is necessary to closely focus on the reality of economic and social development, straighten out the interests of different groups, and explore the policy orientation and institutional arrangements suitable for our country. In view of this, this study begins with the relationship between the extension of retirement age and the pension insurance system, first of all, it expounds the current retirement age policy and the current situation and problems of the development of pension insurance system in China, and on this basis. From the positive and negative aspects, this paper lists the possible impact of prolonging the retirement age on the pension insurance system, and draws the conclusion that it is imperative to extend the retirement age. At the same time. Also in the policy design idea and the implementation measure aspect has given the corresponding suggestion and the ponder.
