乌鲁木齐失独家庭社会工作服务项目研究

【摘要】：社会工作在我国取得了快速发展,政府向社会组织以项目的方式购买服务日益增多,社会工作机构就是承接服务的社会组织之一。在进行项目运作和提供服务的时候,社会工作机构不单要注重有效的项目管理方式,以提升服务效率和最优管理,进而完成高质量的服务,更要重视如何提升自身的专业服务能力。民间的社会工作机构受益于我国的政策而得到了较快的发展,专业的社工服务也更加趋于多元化,在专业理论和专业方法的科学指导下,社工队伍为服务对象带来了更加专业化的高质量的服务,对于实现社会主义和谐社会而言,这将是一支重要的力量。文章以政府购买乌鲁木齐X社会工作机构服务失独家庭项目为例,观察和参与项目的申请、承接、实施和评估结项的整个过程,研究项目实施的成效和存在的不足。首先,社会工作机构在运行项目和社工提供服务之前,通过走访的方式对乌鲁木齐市五个区的失独家庭情况进行调查,根据项目条件和申请者情况筛选出50户汉族失独家庭作为服务对象,并对失独家庭的现状和需求进行问卷调查评估,得出失独家庭有经济需求、养老需求、心理需求和社会融入五部分的需求;其次,社工在进行项目实施过程中,参照心理社会模式和互助小组模式,在增能理论、优势视角理论和社会支持网络理论支持下,运用个案工作、小组工作和社区工作三大专业方法介入失独家庭,为其提供服务,并设计相应活动,采用访谈法和观察法了解失独家庭存在的问题和变化,使失独群体能够克服心理障碍走出困境,恢复正常的生活状态;挖掘生命潜能,趋向自我实现。最后,根据项目目标的完成情况评估项目执行的效果。从项目结果评估中得出结论:失独家庭的需求基本满足;社会工作专业服务水平提升;社工机构运行项目和建设能力提高。在提出相应讨论之后,发现通过项目形式开展的服务尚存在一定的局限性,之后针对此问题给出相应建议,以进一步提升项目开展的效果。
[Abstract]:Social work in China has made rapid development, the government from social organizations to purchase services in the form of projects is increasing. Social work organization is one of the social organizations to undertake service. In the process of project operation and service delivery, social work organizations should not only pay attention to effective project management, in order to improve service efficiency and optimal management. In order to achieve high quality services, we should pay more attention to how to improve their own professional service capacity. Private social work institutions benefit from our policies and get a rapid development. Professional social work services have become more diversified. Under the guidance of professional theory and professional methods, the social work team has brought more professional and high-quality services to the clients. For the realization of a harmonious socialist society, this will be an important force. This article takes the government purchase of Urumqi X social work institution as an example to provide services to families without independence, to observe and participate in the application of the project, to undertake. The whole process of implementing and evaluating the conclusion of the project and studying the effectiveness and shortcomings of the project implementation. First, the social work organization before running the project and social workers to provide services. Through the way of visits to the Urumqi five districts of the situation of lost independence families were investigated according to the project conditions and applicants selected 50 Han families as service objects. And the current situation and needs of families without independence were assessed by questionnaire, and the five parts of the needs of families without independence were found: economic needs, pension needs, psychological needs and social integration needs. Secondly, social workers in the implementation of the project, referring to the psycho-social model and mutual assistance group model, in the theory of empowerment, advantage perspective theory and social support network theory, the use of case work. Three major professional methods of group work and community work are involved in the family of lost independence, providing services, designing corresponding activities, and using interview and observation methods to understand the problems and changes of families without independence. To enable the group to overcome the psychological obstacles out of the predicament, to restore the normal state of life; Finally, according to the completion of the project objectives, evaluate the effect of project implementation. From the project results evaluation, we can draw the conclusion: the needs of families without independence are basically satisfied; The professional service level of social work is improved; After putting forward the corresponding discussion, it is found that the service carried out through the form of the project still has some limitations, and then the corresponding suggestions are given in view of this problem. To further improve the effectiveness of the project.
