福州市社会工作人才队伍建设研究

【摘要】:社会工作是新时期社会建设的重要内容。社会工作人才作为一支新兴力量,针对不同人群、不同层级提供福利救助、社区服务、司法矫正等社会服务并承担部分社会管理职能,其通过提供专业服务,帮助有需要的政府、群体与个人减轻负担、缓解矛盾、调解纠纷,实现社会关系的和谐稳定,通过防治结合的方式助力于社会建设。当前,我国正处于社会急剧变革的历史时期,各种矛盾冲突层出不穷,对社会工作提出了更高的要求,亟需培育壮大一支优秀的社会工作人才队伍,以专业的服务创新社会管理模式,为维护社会稳定,建设和谐社会奠定基础。 本文从社会工作基础理论和国内外实践入手,希望通过借鉴国内外成熟的人才培育研究成果和实践经验,运用资料统计等多种方法,详细分析福州市社会工作人才队伍建设的基本状况、存在的主要问题及其成因,探讨阻碍人才队伍建设进展的根本原因。同时,根据福州市经济现状与社会发展趋势,合理预测社会工作发展趋势和社会工作人才需求,并分阶段提出今后一定时期内社会工作人才队伍建设的目标:构建一套以人才培养、评价、使用、激励为核心的制度化人才队伍建设体系。 本文以福州市的社会现实为出发点,探索继续深化社会工作人才队伍建设的方法,设定社会工作人才队伍建设的总体思路,指出其应遵循的指导思想、工作原则、开发重点、实施路径,并提出了强化领导、健全制度等一系列可行的具体措施,希望通过探索性的实践推广,摸索出一条适合福州市情的人才队伍建设之路,为福州市及所属县区专业化、职业化的社会工作人才队伍建设提供一点参考,为社会工作人才队伍职业化发展略尽绵薄之力。
[Abstract]:Social work is an important part of social construction in the new period. As a new force, social workers provide welfare assistance, community service, judicial correction and other social management functions for different groups of people and different levels. By providing professional services, it helps governments, groups and individuals in need to lighten their burdens, ease contradictions, mediate disputes, achieve harmony and stability in social relations, and contribute to social construction through the combination of prevention and treatment. Our country is in the historical period of rapid social change, various contradictions and conflicts emerge in endlessly, put forward higher request to social work, it is urgent to cultivate and expand an excellent team of social work talents, and innovate the social management mode with professional service. In order to maintain social stability and build a harmonious society lay the foundation. Starting with the basic theory of social work and the practice at home and abroad, this paper hopes to use various methods, such as data statistics, for reference from domestic and foreign mature talent cultivation research results and practical experience. This paper analyzes in detail the basic situation, the main problems and the causes of the construction of the talented people in social work in Fuzhou, and probes into the fundamental reasons that hinder the progress of the construction of the talents. At the same time, according to the present economic situation and the trend of social development in Fuzhou, To forecast the development trend of social work and the demand of social work talents, and to put forward the objectives of the construction of social work talents in a certain period in the future: to build a set of talents training, evaluation and use, The system of institutional talent team construction with encouragement as the core. Taking the social reality of Fuzhou as the starting point, this paper explores the methods of deepening the construction of social work talents, sets up the general idea of the construction of social work talents, and points out the guiding ideology, working principles and key points to be followed. The implementation path, and put forward a series of feasible concrete measures, such as strengthening leadership and perfecting the system, hoping that through exploratory practice and popularization, we can find out a way to build a talent team suitable for the situation in Fuzhou, so as to professionalize Fuzhou and its counties and regions. The construction of professional social work talents provides a little reference for the professional development of social work talents.
