【摘要】：英国式世界上第一个进入工业化与城市化的国家，于此同时它也是最早出现城市问题，经历城市衰落与城市复兴的国家。但在20世纪50年代之前，城市里负责拆毁贫民窟，翻新居民楼，修建公路的要么是福利组织要么是当地政府。缺少政府部门和私立组织的合作。也正是因为这样的原因产生了许多城市问题。第二次世界大战之后，由于英国经济的转型，制造业的衰败，失业率上升，另外郊区化使城市中心人口迅速减少，这些历史上曾经辉煌一时的工业城市开始衰落。20世纪80年代开始，英国城市复兴才取得了一定的成绩。本文主要是将社区发展与第二次世界大战后英国的城市复兴运动相结合起来，把两者之间的紧密联系在这里进行详细阐述。社区的发展促进并影响城市发展。社区发展是促进城市多样化的动力，社区发展主要是从城市力量，发展目标，措施多元化三方面因素刺激城市多元化；英国社区的社会保障，社区护理，社区民主激励英国城市实现社区化，以及城市社会保障的社区化。而社区服务的形式，结构以及社区服务系统等方面，也有力地推动了城市社会服务的蓬勃发展，，并使之趋于完善。总而言之，20世纪中叶至21世纪的社区发展在英国城市化中起到了刺激城市多样化，激励城市社区化，推动城市社会服务的重要作用。
