和谐乡村秩序建构中的民间组织功能分析

【摘要】：新中国成立以来,我国的乡村治理经历了从建国初期的“人民公社”模式到改革开放后的“乡政村治”模式,再到今天的社会主义新农村建设的重大变迁。农村社会诸多问题的不断出现,传统的“乡政村治”二元秩序建构已经难以有效适应。当前,我国正处在社会发展的转型期,和谐的乡村秩序建设关系到实现现代化和全面建成小康社会的全局。乡村治理中出现的现实问题,越来越需要寻求包括乡村社会组织在内的多元主体的广泛参与和互动。党的十八届三中全会提出:“创新社会治理,必须着眼于维护最广大人民根本利益,最大限度增加和谐因素,增强社会发展活力,提高社会治理水平,维护国家安全,确保人民安居乐业、社会安定有序。要改进社会治理方式,激发社会组织活力,创新有效预防和化解社会矛盾体制,健全公共安全体系。”[1]随着社会的发展,近年来,大量的农村民间组织应运而生并迅速发展,在乡村秩序的建构中发挥了巨大作用:政治方面,促进村民自治,发展农村民主;经济方面,调整农村产业结构,促进农村经济发展;文化方面,提高农民文化水平,改善农村社会风气;社会方面,提供公共产品,弥补政府公共服务的不足等。尽管如此,农村民间组织在发展中仍存在诸多困境,如相关法律法规不完善、资源匮乏、资金短缺和行政依赖性强等。在传统的乡村秩序建构中,农村民间组织仍然是被忽略的秩序建构主体。在新农村建设和全面建成小康社会的进程中,加强对农村民间组织在和谐乡村秩序建构中的功能研究,在实践上,有利于提高乡村治理水平,推进乡村的民主政治建设,促进乡村社会的善治,维护乡村的社会稳定,形成新的、充满活力的乡村治理格局;在理论上,有利于加强对乡村治理理论的研究,深化基层民主政治建设理论的内涵,进一步丰富社会治理理论的内涵。本文通过文献研究、历史分析和案例研究等方法,以建构和谐乡村秩序为目的,以农村民间组织为研究对象,以基层社会的多元治理为研究视角,对农村民间组织参与乡村治理进行了比较深入的探讨;在治理理论的基础上,系统分析了农村民间组织在和谐乡村秩序建构中的角色与功能;提出了农村民间组织参与和谐乡村秩序建构的对策及建议。通过本文的研究,试图呈现出一种乡村社会相对稳定和均衡有序的状态,为农村民间组织作为多元主体之一参与乡村秩序建构提供可借鉴的治理机制。本文分为五个章节。第一章是绪论。第二章对新中国成立以来的乡村秩序建构中的主体角色演变过程以及传统的主体角色进行了分析,进而引出农村民间组织这一在乡村秩序建构中被忽略的主体。第三章首先分析了农村民间组织的草根性特点,随后阐述了民间组织领袖的号召力及影响力,最后对民间组织在乡村秩序建构中的作用进行了分析。第四章首先阐述了和谐乡村秩序建构中不同主体的角色及其功能,进而阐明多元主体间的互动关系,最后描述了民间组织参与的乡村秩序协调治理机制。第五章就如何充分发挥民间组织在和谐乡村秩序建构中的作用展开论述,主要内容包括创设民间组织发挥作用的制度环境、培育民间组织的健康成长、正确引导民间组织的发展等方面。
