【摘要】:随着我国改革开放的深入推进,国内经济得到了突飞猛进的发展,人们的生活水平日益提高,群众的需求也逐渐趋向多元化。社区作为社会组成的最基本元素,正好迎合了广大居民群众日益增加的服务需求。而社区工作者作为社区服务的执行人员—社区工作者队伍素质的高低则直接影响到了社区工作者的工作能力、办事效率和专业化程度。完善的社区服务体现了“以人为本”的科学发展观,有助于政府从“管理型”向“服务型”的转变。相比于发达国家,中国涉足社区建设领域比较晚。此外在国内不同地区,其社区建设的发展程度也是不尽相同的。可以说,社区人员队伍建设的研究具有很强的区域性和特异性,它受所在地区的经济、文化及风土人情等很多因素的影响。 本文以长春市朝阳区社区为研究对象,经过走访近50个社区,作者利用问卷调查、无结构访谈和实地观察等方法,对长春市社区工作者队伍建设现状和所存在的问题进行了考察和分析。调查发现,目前长春市社区工作者队伍存在着结构不清晰、工作者职业身份不明确、薪资和社会福利待遇大大低于平均标准以及社会认识度低下等一系列问题。诸多因素导致了以上问题,例如:长春市仍处于发展阶段,无法对社区建设给予足够的支持;社区管理模式单一,完全属于政府自上而下的管理模式;社区资金来源依赖政府拨款;缺乏对社区工作者的管理和培训;社区相关媒体宣传力度不够等等。 通过对问题的分析和相关领域文献的调研,作者就如何加强社区工作者队伍建设这个问题进行了深入的思考。作者认为,对于社区的管理应由政府自上而下的管理转变为自治管理,在确保党和政府的领导前提下,给予社区更多的管理及财政自由度。另外,资金是社区发展的基础,长春市可以学习国内发达地区的做法,实施“政府购买服务”的方式对社区进行资金支持。另外大力支持社区自治经济和非盈利公益组织的介入,会大大减少政府的财政压力。通过政府的领导和促进,成立市级社区工作者协会以及社区级的志愿者团体,将社区工作者拧成一股绳,提高其专业化程度及职业操守。加大社会传媒宣传力度,从而提高社区工作者的社会认知度和自我认可度。
[Abstract]:With the deepening of China's reform and opening up, the domestic economy has developed by leaps and bounds, people's living standards are improving day by day, and the needs of the masses are gradually becoming diversified.Community, as the most basic element of social composition, caters to the increasing service demand of the masses.The quality of community workers as community service executors has a direct impact on the ability, efficiency and specialization of community workers.The perfect community service embodies the scientific development view of "people first" and helps the government to change from "management type" to "service type".Compared with the developed countries, China has set foot in the field of community construction relatively late.In addition, in different regions of China, the development of its community construction is also different.It can be said that the study of community team building has strong regional and specificity, it is affected by many factors, such as economy, culture, local customs and so on.This paper takes the community of Chaoyang District of Changchun City as the research object, after visiting nearly 50 communities, the author makes use of the methods of questionnaire, unstructured interview and field observation, etc.This paper investigates and analyzes the present situation and existing problems of the construction of community workers in Changchun.The investigation found that there are a series of problems such as unclear structure of community workers, unclear professional status of workers, lower salary and social welfare treatment than the average standard and low social awareness in Changchun.Many factors have led to the above problems, such as: Changchun is still in the development stage, can not give sufficient support to the community construction, the community management model is single, completely belongs to the government top-down management model;Community funding depends on government funding; lack of management and training of community workers; lack of community related media publicity and so on.Through the analysis of the problem and the investigation of the related literature, the author makes a deep thinking on how to strengthen the construction of community workers.The author holds that the management of the community should be changed from the top-down management of the government to the autonomous management. Under the premise of ensuring the leadership of the Party and the government, the community should be given more management and financial freedom.In addition, capital is the basis of community development, Changchun can learn from the practice of developed areas in China, implement the "government purchase services" way to support the community funds.In addition, strong support for community autonomy and the involvement of non-profit public welfare organizations will greatly reduce the financial pressure on the government.Through the leadership and promotion of the government, the formation of municipal community workers associations and community level volunteer groups, community workers into a rope, to improve their professional and professional conduct.Increase the social media publicity, so as to improve the social awareness of community workers and self-recognition.
