福利民营化下的专业证照迷思:新社工工会的可能

【摘要】：1987年解严后的台湾,社会福利服务的民营化带动社福团体的发展与社工专业人员的投入;1997年社工师法确立了台湾社工专业以证照作为专业化的路径。20年证照专业化的实施固然奠定了社工专业的社会地位,但证照制度造成社工之间的阶层化,瓦解专业内部的团结。更严重的是,社工作为劳工处在政府与机构之间的矛盾,专业证照无法有效改善社工的劳动条件。本文将先梳理福利民营化与专业证照化这两个形塑当前台湾社工样貌的主要动力,指出这两者实则是新自由主义下构成的福利规训体制。具体以薪资回捐的现象说明社工劳动议题的困境,并提出“社工工会”做为台湾社工专业面对民营化福利体制的对策,最后展望“社会工会主义”做为未来的发展方向。
[Abstract]:Taiwan after the lifting of martial law in 1987,The privatization of social welfare services led to the development of social welfare organizations and the investment of social workers. The 1997 Social work teacher Law established the professional path of social work in Taiwan.The social status of the social work profession,However, the licensing system has resulted in the stratification of social workers and the disintegration of the internal unity of the profession.What is more, as the Labour Department's contradictions between the Government and the organizations, professional certificates cannot effectively improve the working conditions of social workers.This paper will first comb the privatization of welfare and the professional certification, which are the main driving forces shaping the appearance of social workers in Taiwan at present, and point out that these two are actually the welfare discipline system under the neoliberalism.This paper explains the plight of social workers' labor issues by the phenomenon of salary rebate, and puts forward the countermeasures of "social workers' union" as a way for social workers in Taiwan to face the privatization welfare system, and finally looks forward to "social unionism" as the future development direction.
